Jharkhand Old Pension Scheme: The Hemant Soren government of Jharkhand has cleared the way for the old pension scheme for its state government employees. In the cabinet meeting held on Tuesday, Chief Minister Hemant Soren has given his approval to implement the Old Pension Scheme along with many other important decisions.

These states restored OPS

The state governments of Rajasthan, Chhattisgarh, Jharkhand, Punjab and Himachal Pradesh have informed the Center about their decision to withdraw OPS and have requested for withdrawal of funds accumulated under the National Pension System (NPS).

Will OPS be restored in the center?

The government is considering giving the benefit of the old pension scheme in the new pension scheme itself. A committee has been formed to prepare an alternative to the old pension scheme. The work will be done to make the New Pension Scheme as popular as the Old Pension Scheme, which will have guaranteed returns, additional earnings are also being discussed. Along with this, there is a plan to increase the contribution of the government to 14%. A new arrangement will be made regarding the National Pension System or New Pension Scheme. The system will be such that both the central and state governments can adopt it.

Important decisions taken in Jharkhand cabinet meeting

  • Jharkhand Export Policy-2023 was approved.
  • Approval was given to make provision of Nominee Director in the Board of Directors of Jharkhand Bijli Vitran Nigam Limited.
  • Jharkhand Cooperative Auditor (Recruitment, Promotion and Service Conditions) Cadre Rules, 2014 (Effective 24/10/2014) As per Chapter-3 Direct Recruitment Rule-9 (a) of the First Amended Rules 2021, approval was given for amendment in minimum educational qualification.
  • Jharkhand Cooperative Extension Officer (Recruitment, Promotion and Service Conditions) Cadre Rules, 2014 (Effective 24/10/2014) i.e. First Revised Rules, 2016 and Second Revised Rules, 2021 approved for amendment.
  • Jharkhand Child Development Service Non-Gazetted Staff Recruitment and Service Condition (Amendment) Rules-2023 was approved.
  • Approval was given to admissible facility of maternity leave to the employees appointed and working on contract basis.
  • After selecting the old pension scheme, the guidelines related to the process of availing the old pension were approved.
  • Approval was given for regularization of service of irregularly appointed and employed personnel under the Finance Department, Government of Jharkhand. Approval was given for regularization of service of regularly appointed and working personnel who have completed 10 years of continuous service on the posts of Computer Operator/Data Entry Operator, Staff Car Driver/Driver/Group ‘D’ in Headquarters Establishment, Treasury/Sub-Treasury, Institutional Finance Division, Provident Fund Directorate and National Savings Directorate under the Finance Department.
  • Relaxing Rule-235 of the Jharkhand Financial Rules in the state, on the basis of nomination under Rule-245, Jhar-CERT (Centre for Computer Emergency Response for the Government of Jharkhand) project, operated by C-DAC, Kolkata, has been approved for extension of 03 (three) years and administrative approval of only Rs. given.
  • Approval was given to provide benefits of health insurance scheme to state employees/retired employees.
  • For enrollment in NCVT/SCVT recognized industrial training institutes at the state level, according to the merit list prepared on the basis of educational qualification marks determined by the Directorate General of Training, New Delhi, Centralized Online Admission of the candidates was approved through the web portal of the Directorate of Planning and Training, Labour, Planning, Training and Skill Development Department – iti.jharkhand.gov.in .
  • According to the merit list prepared on the basis of marks of educational qualification determined by the Directorate General of Training, New Delhi, for enrollment in NCVT/SCVT recognized Industrial Training Institutes at the state level , approval has been given to take ex-post facto approval for enrollment of candidates in the Industrial Training Institute in the academic session -2022-23-24 through the Centralized Online Admission Directorate, Directorate of Planning and Training, Labour, Planning, Training and Skill Development Department- iti.jharkhand.gov.in .
  • Under the Gyanodaya Yojana, listen children, the story of tribal struggle hero Shibu Soren (Guru ji), purchase and distribution of books named Dishome Guru Shibu Soren and Tribal Hero Shibu Soren on the basis of nomination, M/s Prabhat Prakashan, Pvt. Ltd. Approval was given on the proposal to relax the provisions of Rule 235 of the Jharkhand Finance Rules under Rule 245 of the Jharkhand Finance Rules.
  • Investigation of pro-rata earning against former ministers of Jharkhand government viz. Approval was granted for permission to register P.E.
  • Under the Centrally Sponsored Revised Mission Vatsalya Yojana, new rates of maintenance items were approved for the children living in child care institutions.
  • Approval was given for the implementation of centrally sponsored “Pradhan Mantri Matru Vandana Yojana” in its modified form under Mission Shakti (power).
  • Approval was given to amend the guidelines and implementation rate of various items under Anganwadi Services operated under the Centrally Sponsored Mission Saksham Anganwadi and Nutrition 2.0.

  • Approval was given to provide medical aid grant to the beneficiaries of the Chief Minister’s Critical Illness Treatment Scheme through the Jharkhand State Health Society.
  • Approval was given to provide additional authority to the Anti-Terrorism Squad to control organized crime in the state of Jharkhand.
  • Sanction was given for the creation of 01 post of presiding officer of the level of District Judge for the newly constituted Additional Motor Vehicle Accident Claims Tribunal in Ranchi.
  • In order to comply with the announcement made by Honorable Chief Minister, Jharkhand during the Van Mahotsav, from the financial year 2023-24, the general public living in urban areas will be given subsidy of five units of electricity per tree in their electricity bills for planting trees on their private land.
  • In Jharkhand Industrial Area Development Authority Regulation, 2016, approval was granted for expansion of the provision regarding payment of land value in 10 equal installments in five years.
  • Under the suggestion and framework received by the Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti, Government of India, it was approved to set up State Water Informatics Center (SWIC) within the state of Jharkhand as a dedicated organization for coordination, collection, dissemination of data related to the water resources of the state and to bring the water data of all the departments under the state on a single platform.
  • Approval was given for the formation of the Jharkhand Ophthalmic Assistant Cadre (Appointment, Promotion and Service Conditions) Rules, 2023 under the Department of Health, Medical Education and Family Welfare.
  • In the light of the amendments made by the Central Government in the Central Goods and Services Tax Act, 2017, the approval of the Council of Ministers was given to introduce the Jharkhand Goods and Services Tax (Amendment) Bill, 2023 in the monsoon session of the Jharkhand Legislative Assembly to make related amendments in the Jharkhand Goods and Services Tax Act, 2017.
