In reply to this tweet, Railways has given information that why the person has not got the lower berth. Railways has said that if you book under general quota, seat allotment is done on the basis of availability. Whereas, if you book under Reservation Choice Book only if lower berth is allotted then you will get lower berth.

Can contact TTE Along with this, Railways told that allotment is given to those booking under general quota completely on the basis of availability. There is no human intervention of any kind in this. Apart from this, in such a situation, you can contact TTE and talk for a lower berth.
