EPS-95 Pension Hike Unlikely: Fund Under ‘Actuarial Deficit’ Stress

The government just shut down the pensioners’ long-standing demand for raising the minimum pension from ₹1,000 to ₹7,500—at least for the near future. MP Balya Mama Suresh Gopinath Mhatre asked the question. The Minister gave the answer.

The Financial Reality (Why No Hike)

• Actuarial Deficit: Minister Karandlaje confirmed the fund is under “actuarial stress.” The valuation as of March 31, 2019, shows an actual deficit. It happened. And because of that deficit, the government cannot enhance pension benefits right now.

• The Structure: She clarified the EPS-95 is a “defined contribution-defined benefit” scheme. All benefits are paid only from two sources:

  1. Employer contribution (8.33% of wages).

  2. Central Government contribution (1.16% of wages, capped at ₹15,000 wage ceiling).

• The Stagnation: This structure, combined with the deficit, explains why the minimum pension is stuck at ₹1,000 and why Dearness Allowance (DA) is not extended, even though inflation keeps rising. The pension amount is officially considered insufficient for a dignified life, but the fund status restricts revision.

The Higher Pension Processing (The Good News)

On a separate, but related, note, the massive job of processing applications for higher pensions (following the Supreme Court’s 2022 order) is virtually complete. The EPFO had to deliver, and they did.

• Completion Rate: Nearly 99% of all applications received from pensioners and members have been disposed of by the EPFO. A time-bound job.

• The PPO Tally: Of the eligible retirees, 1,24,457 revised Pension Payment Orders (PPOs) have been issued. Another 12,572 PPOs are in the final stages of approval.

• The Ineligible: About 34,060 cases were deemed ineligible, mostly because the applicants failed to remit the required contribution amount.

The government maintains it is committed to ensuring benefits, taking the fund’s “health” into account. But with the deficit now officially confirmed in Parliament, a major minimum pension hike remains a distant, ongoing demand.

Around 8,00,000 passengers are expected to travel on this metro corridor daily. The route connects dense residential and industrial areas, including the 902-acre Electronic City township, where more than 300 companies such as Infosys, TCS, Wipro, Tech Mahindra and Siemens are located.

3 metro trains will run every 25 minutes

Infosys and Biocon have funded the construction of two stations on this corridor – Konappana Agrahara and Hebbagodi. According to a report in the Economic Times, this metro line can reduce travel time by up to 60 percent in parts of Silk Board and Outer Ring Road, where travel time has increased significantly in the last one year. Officials said that after the metro service starts, 3 driver-less trains will run every 25 minutes on the Yellow Line.

The foundation stone of the third phase of Bangalore Metro will also be laid

At the same event, PM Modi will also lay the foundation stone of the 44.65 km long third phase of the Bengaluru Metro, known as the Orange Line. The return journey will start from Guwahati at 2 pm and reach Agartala at 9.30 pm.

Transport officials said, “At present, trains take 12 hours to reach Guwahati from Agartala through diesel engines. It takes 6 hours to cover the distance of about 160 km from Badarpur to Lumding through the hilly areas of South Assam. After putting the trains on electric lines, the time coverage will be halved, which will increase the trade of northeastern states with Tripura instead of focusing on Guwahati.”

Northern Railway Safety Commissioner Dinesh Chand Deswal has given permission to run the train at a maximum speed of 85 kmph. During the trial run, the train ran at a speed of 110 kmph.

Golden history of railways

The history of railways in Jammu and Kashmir began in 1890, when train service began between Jammu and Sialkot (now in Pakistan). After the Indo-Pak war of 1965, work began on a project to start a direct train service from Punjab to Jammu.

In 1981, the foundation of the Jammu-Udhampur train project was laid by the then Prime Minister Indira Gandhi and in 2005, PM Manmohan Singh flagged it off. In 2014, PM Narendra Modi inaugurated the direct train service to Katra.

Built the world’s tallest Chenab Bridge

This project also includes the world’s highest Chenab Bridge. There are a total of 38 tunnels in the project. The largest tunnel in it is 12.75 kilometers long. There are also 927 bridges, including the Chenab Bridge. Its length is 1375 meters, the length of the archer is 467 meters and height is 359 meters. Resolution of public grievances:

The Prime Minister also said that ministries and secretaries should resolve public grievances quickly instead of pushing files from one desk to another. He urged secretaries to set aside one day every week for grievance redressal and state ministers to monitor it.

The Prime Minister said that in the last 10 years, the PMO has received 4.5 crore letters regarding people’s grievances, whereas during the tenure of former Prime Minister Manmohan Singh, only 5 lakh letters were received.

Fortified rice, which is rich in nutrients, is considered important for solving anemia and removing the deficiency of micronutrients in people. This decision was taken in the Union Cabinet meeting chaired by Prime Minister Narendra Modi. In the process of making rice nutrient-rich, ‘fortified’ rice kernel (FRK) rich in micronutrients (iron, folic acid, vitamin B12) is mixed with regular rice (custom milled rice) as per the standards set by the Food Safety Standards Authority of India (FSSAI).

Approval to continue free supply of fortified rice

According to the official statement, the cabinet has approved the continuation of free supply of fortified rice from July 2024 to December 2028 under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) and other welfare schemes. Giving information about the decision taken in the cabinet, Information and Broadcasting Minister Ashwini Vaishnav said that the total budget for the supply of free fortified rice would be Rs 17,082 crore. This entire expenditure will be borne by the central government. According to the statement, the initiative to make rice nutrient-rich will continue as a central sector initiative.
