8th Pay Commission: Soon after the Central Government issued the complete notification of the Terms of Reference (ToR) of the 8th Pay Commission, a major employee organisation has made a serious allegation that 69 lakh pensioners of the country have not been included in the ToR issued. This allegation has been made by the All India Defence Employees Federation (AIDEF). The organisation says that the part related to ‘Review of Pension and Retirement Benefits’ in the 7th Pay Commission notification of 2014 has been removed in the ToR of the 8th Pay Commission.

What was in the 7th Pay Commission’s ToR?

The 7th Pay Commission’s ToR, issued in 2014, clearly stated that the Commission would also review the pension structure for employees who had already retired. The 7th Pay Commission notification stated, “To examine the principles governing the structure of pensions and other retirement benefits for retired employees, including reviewing the pension revisions of employees who retired before the effective date of these recommendations, while also noting that the retirement benefits of all Central Government employees appointed on or after 01.01.2004 are covered under the New Pension Scheme (NPS).”

This section missing from the 8th Pay Commission’s ToR

This entire section is missing from the 8th Pay Commission’s ToR, issued by the Department of Expenditure, Ministry of Finance, on November 3rd. That is, there is no mention of “review of pensions and other retirement benefits.”

AIDEF’s Protest and Demands

On November 4, AIDEF wrote to Finance Minister Nirmala Sitharaman, requesting that the ToR of the 8th Pay Commission be amended to include all pensioners who have retired or will retire before January 1, 2026. Provision for restoration of the reduced pension amount (commuted value) after 11 years.

However, amid these allegations and demands, Union Minister Ashwini Vaishnav clarified on October 28 that the 8th Pay Commission recommendations would cover approximately 50 lakh central employees as well as approximately 69 lakh pensioners. Under this drive, employers can register employees who started working for them between July 1, 2017, and October 31, 2025 (July 1, 2017 – October 31, 2025) and who are alive and employed as of the date of declaration.

Compliance for these employees will be considered to begin from the month in which the employer submits their declaration of joining. The government is also giving such institutions an opportunity to regularize their old compliance under the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952.

What will be the benefit of enrollment?
The biggest benefit of enrollment under this campaign is that if an employee’s EPF contribution has not been deducted before, their Employee Share will be waived. The employer will only have to pay the Employer’s Share, interest calculated under Section 7Q, and administrative charges. Additionally, a one-time payment of a penalty of ₹100 in all these cases will be considered compliance under all three schemes—EPF Scheme 1952, EDLI Scheme 1976 (Employees’ Deposit Linked Insurance Scheme, 1976), and EPS Scheme 1995. After this, the full benefits of all three schemes will be available.

Contributions will be deposited through electronic challan.
The mandatory condition of this scheme is that employers must generate a face authentication-based UAN for each employee through the UMANG app and deposit the contribution through electronic challan (ECR).

NPS & UPS: The central government has proposed two additional investment options for central government employees under the National Pension System (NPS) and Unified Pension Scheme (UPS). Waiting for vigilance clearance has been one of the biggest hurdles in pension payments. According to the new guidelines, pension payments will no longer be stopped under any circumstances due to the lack of vigilance clearance. Even if a departmental or judicial inquiry is underway against an employee, they will still be provided a provisional pension. However, the employee’s gratuity payment may be withheld until the final order of the inquiry is issued. This step is a significant reform to streamline and expedite pension payments.

The Bhavishya Portal will be mandatory.
All ministries and departments have been mandated to use the Bhavishya Portal to monitor and track the progress of pension-related cases. This portal monitors pension cases in real time and ensures that PPOs or e-PPOs are issued at least two months before retirement. Currently, over 10,000 Drawing and Disbursing Offices (DDOs) will be connected to this portal.

Additionally, a Nodal Oversight Committee and a High-Level Oversight Committee (HLOC) will be constituted in each department and the DoPPW to oversee pension matters. These committees will review pending pension cases every two months and prepare reports on the progress of their settlement. Finally, under Rule 63(1)(a) of the CCS Pension Rules 2021, all departments will be required to streamline processes to ensure that a PPO or e-PPO is issued to every employee at least two months prior to their retirement.

Salary and pension allocations have remained largely unchanged over the past three years, but prior to 2023-24, salary expenditure significantly exceeded pension expenditure. Specifically, between 2022-23 and 2023-24, salary expenditure declined sharply by ₹1 lakh crore. This trend remains consistent even after 2023-24. This indicates a significant reduction in salary expenditure, which could be interpreted as a reduction in the number of government employees.

2. Total expenditure did not decrease

‘Salary’ and ‘Pension’ expenditure fall under establishment expenditure in the budget document. In addition to these two categories, establishment expenditure also includes a category called ‘Others’. According to comparative data available since 2017-18, total establishment expenditure has steadily increased, even though ‘Salary’ expenditure has declined sharply after 2022-23. This increase is primarily due to the increase in allocation for the ‘Others’ category.

3. Higher allocation for allowances over salaries

The “Expenditure Profile” section of the budget details payments to employees. These are divided into three major categories: salaries, allowances (excluding travel expenses), and travel expenses. The total allocation for this item shows no decline since 2017-18. Even as the number of government-employed employees remains between 3.2 million and 3.7 million between 2017-18 and 2025-26, the allocation for the “salary” head has stagnated, while the allocation for the “allowances” head has increased significantly since 2023-24. The reduction in allocation for the “salary” head in Budget Estimates 2023-24 is due to the fact that “salary” no longer includes allowances such as dearness allowance, house rent allowance, etc., which have been subsumed under the “allowances (excluding travel expenses)” head from 2023-24. This change indicates that total expenditure has not decreased, but rather has been reclassified into different categories.

4. What will be the impact on the 8th Pay Commission?

The government has announced the formation of the Eighth Pay Commission, which is likely to come into effect in 2027. The Pay Commission incorporates dearness allowance into the basic salary at the beginning of that period. Thereafter, dearness allowance increases annually in line with inflation.

This also means that the longer the government takes to implement the Pay Commission, the more the proportion of dearness allowance and other allowances relative to basic pay will increase. This will directly impact the salary expenditure recorded in the budget.

The pension rule in UPS depends on the service period of the employees. If an employee retires after completing 10 or more years of service, he will get a minimum guaranteed pension of Rs 10,000 per month. However, those who complete

25 years or more of service will be given 50 percent pension. In case of death of the pensioner, his family will get 60 percent of the last pension amount.

The benefit of dearness relief will be available

Dearness Relief (DR) will be applicable on both assured pension payment and family pension. Dearness relief will be calculated in the same way as dearness allowance (DA) applicable to serving employees. However, dearness relief will be payable only when pension payment starts. This means that not only the retired employee will get the benefit of dearness relief on pension, his family will also be given its benefit.

Lump sum money will also be given on retirement

At the time of retirement, the employee will also be allowed a lump sum payment, which will be 10 percent of the monthly emoluments (basic salary and DA) for every six months of his service. This means that whatever salary the employee gets in 6 months, 10 percent of it will be added for the lump sum amount. In this way, the amount will keep getting added on a half-yearly basis throughout the service period, which will be given to the employee as a lump sum at the time of retirement. This lump sum amount will not affect the assured pension payment.

How much burden on the state government

Under the current National Pension System (NPS), employees contribute 10 percent, while the state government contributes 14 percent. With the implementation of UPS, the state government’s contribution will increase to 18.5 percent. This means that the government will have to contribute 4.5 percent more than each employee’s share. Union IT Minister Ashwini Vaishnav on Tuesday announced a new ‘Aadhaar app’ through which identity can be verified instantly by scanning the QR code.

Users will have to download the Aadhaar app on their phone. After this, the user will log in to the app and a unique QR code will be generated. Wherever Aadhaar verification is required (such as hotel check-in, airport security), this QR code will be scanned. The app will also have facial authentication facility, through which the user’s identity will be instantly verified. This app will be different from the existing mAadhaar app.

What are the benefits?

No photocopy required – Now there will be no need to submit a copy of the Aadhaar card.
Security will increase – The QR code system will reduce the risk of duplication or misuse of the Aadhaar card.
Instant verification – Like UPI payments, verification will be completed once the QR code is scanned.

What did the IT Minister say?

Minister Ashwini Vaishnav said, “This technology will take India another step towards digital empowerment. Now citizens will not need to carry a physical copy of their Aadhaar card with them.”

How to make an Aadhaar card

To get an Aadhaar card, you have to visit your nearest Aadhaar enrolment centre. There you have to fill a form in which you have to give your name, date of birth, address and other necessary information. After this, your biometric information is taken such as fingerprint, eye scan and photograph. After enrolment, you get a receipt with the enrolment number. Sitharaman said that there was definitely a difference in the 6th Pay Commission, but in the 7th Pay Commission, all pensioners were given equal pension. The same policy will be adopted in the 8th Pay Commission so that no employee or pensioner is left behind.

At present, discussions are in full swing regarding the fitment factor. According to experts, it can be up to 2.00, 2.08 or 2.86. If 2.00 is approved, the minimum wage will increase from Rs 18,000 to Rs 36,000 and the pension will increase from Rs 9,000 to Rs 18,000. There have been indications from the government that the 8th Pay Commission will be beneficial for both employees and pensioners. Now all eyes are on when the government implements it and how much salary it increases.

Defense employees will get relief

Now they will get dress allowance in the correct proportion according to their service period, which will maintain financial balance. This change will not only increase transparency but will also create satisfaction and trust among the employees.

Earlier dress allowance was available only in July

Earlier, the dress allowance was paid in lump sum in the month of July every year, which caused loss to those employees who joined the service after July. Now under the new pro-rata payment process, the employee will get dress allowance based on the period from the month of joining to June of the next year.

What is dress allowance?

According to the notification of the Finance Ministry in August 2017, dress allowance includes clothing allowance, shoe allowance, kit maintenance allowance, robe allowance etc. This amount is given to those employees who have to wear a special dress during duty.

How will payment be made with the new formula?

Now the ministry will decide the process of pro-rata payment through a formula. This will bring transparency among the employees. For example, if an employee is to get a dress allowance of Rs 20,000 annually and he joins the service in August, then he will get: (Rs 20,000 / 12) x 11 = Rs 18,333.

Which employees will get how much dress allowance?

As per 7th pay commission

Rs 20,000 per annum to Army officers, Air Force, Navy, CAPF, Coast Guard.

Rs 10,000 per annum to Police officers, MNS officers, Customs, Narcotics, NIA, ICLS, Bureau of Immigration etc.

Railway station masters, employees under defense service, Union Territory Police etc. will get Rs 10,000 annually.

Trackmen, staff car drivers, canteen staff, running staff etc. will get Rs 5,000 annually.

Although there has been no official announcement on the fitment factor yet, the media suggests that the fitment factor for the 8th Pay Commission will increase between 1.92 and 2.86. In such a situation, the question arises whether the increase in the fitment factor will lead to a huge increase in the salary of government employees?

According to a report by Financial Express, the Pay Commission applies the fitment factor on the basic salary of the employee and not on the gross salary. Hence, it is a misconception that if the 8th Pay Commission opts for 2.86 as the fitment factor, the salary and pension will increase manifold.

Why is there no increase in salary and pension in proportion to the increase in basic salary?
The report also states that another reason for the effect of the fitment factor not being visible on the gross salary is the presence of many other components in the salary. In fact, the Pay Commission considers many details from including dearness allowance in the basic salary to revising other allowances from the salary structure, which means that the fitment factor is used only on the basic salary of the employee.

For example, under the 7th Pay Commission, a fitment factor of 2.57 was applied for revision of pay and pension, resulting in an increase in the basic pay from Rs 7000 to Rs 18000, but when it came to the actual increase, the average increase in pay and pension for employees under Level 1 to 3 was around 15 per cent. However, the increase was higher for employees under Level 4 to 10.

Real salary hike in previous pay commissions

Meanwhile, the Finance Ministry has rejected reports that the basic pay will be merged with the dearness allowance as an interim relief for government employees, while the Centre has said that the announcement about the 8th Pay Commission will be made in due course. Some reports have said that the commission will be formally constituted in April next month.

What are the expectations from the 8th Pay Commission?

Now that the countdown for the formation of the 8th Pay Commission has begun, government employees and pensioners are expecting a good salary hike this time, which will give them enough salary to live a respectable and dignified life.

According to a circular issued by the Confederation, one of their various demands is to pay the arrears of Dearness Allowance (DA) withheld during the Covid pandemic. This DA arrears is from January 2020 to June 2021.

In this circular, the government has been asked to resolve many other issues including the pending DA issue as soon as possible. Let us tell you that in the circular issued on 7 March 2025, the Confederation said that due to the lack of attention of the central government, their legitimate demands have not been met yet. Employee organizations have been agitating for their demands for a long time.

What are the special demands of the Federation? 

The organization’s charter of demands includes several demands, such as:

• Demand for appointment of committee members including chairman under 8th Pay Commission.
• The New Pension Scheme (NPS) should be abolished and the Old Pension Scheme (OPS) should be restored.
• The three DA installments withheld during the Covid pandemic should be paid.
• The amount deducted from the pension of employees and pensioners should be restored in 12 years (currently this period is 15 years).
• The 5% limit on providing jobs on compassionate grounds should be abolished and all eligible applicants should be given appointment.
• The vacant posts in all departments should be filled immediately and outsourcing and privatization in government departments should be stopped.
• Employees’ organizations should be allowed to work democratically.

Know what is the issue related to DA arrears?

The central government increases the Dearness Allowance every year in January and July. But in 2020, due to the Covid pandemic, the government stopped the DA hike for 18 months. During this period, the employees were to get DA in three installments, which is still pending. The Federation says that the government should pay these pending arrears as it is the right of the employees and pensioners. But the government has not yet accepted their demand.

Will the government pay the DA arrears?

The government has made it clear on several occasions that it will not pay the DA arrears. The government’s argument on this is that it is not financially possible to do so. However, the Federation said in its circular that the employees will continue to raise their demands.

After getting approval from Chief Minister Sukhwinder Singh Sukhu, Education Secretary Rakesh Kanwar has issued a letter to the Directorate of Higher Education and Directorate of Elementary Education informing them about the decision regarding the transfer of teachers. The government has prepared new guidelines for teachers currently working in tribal areas.

These teachers will be able to apply for transfer.

Teachers in these areas who have completed their normal tenure will have to apply for transfer. Five options will also have to be given for the stations with vacant posts. After scrutiny of the applications, both the directors will submit the transfer proposal to the government by March 20, 2025 for final approval. Orders will be issued after the ban on transfer is lifted. Apart from this, employees working in general areas who have completed 3 years of service at a station will also be considered for transfer.

Basic salary may increase by 40-50%

The 8th Pay Commission is expected to bring a huge increase in the salary and pension of government employees. Experts estimate that the fitment factor could be between 2.28 and 2.86, which could lead to a 40-50% increase in the basic salary. According to experts, the fitment factor will be between 2.6 and 2.85, which will have a direct impact on the basic salary and pension of central government employees.

In the previous commissions, there has been a continuous increase in this factor, due to which the salary of the employees has increased so much. The 7th Pay Commission had fixed the fitment factor at 2.57, which resulted in an average salary hike of 23.55%. Earlier, the 6th Pay Commission had implemented a factor of 1.86. That is, after the implementation of the 8th Pay Commission, employees can expect an even greater increase in their take home salary.

Salary and Pension Calculation

Due to the fitment factor between 2.6 and 2.85, there can be a 25-30% increase in the basic salary along with a proportional pension increase. According to the calculation, the salary of an employee currently getting a basic salary of Rs 20,000 (8th Pay Commission salary structure) can increase to between Rs 46,600 and Rs 57,200. Apart from this, the minimum basic salary (8th Pay Commission Minimum Salary Increase) is expected to be more than Rs 40,000.

In the next step, a committee will be formed to assess the recommendations and finalise them. Once the committee completes its work, it will submit it to the central government. Reports have revealed that the members of the committee may be finalised by the end of this month.

According to the new amendments, now the birth certificate issued by the government and appropriate authorities will be the only proof of date of birth for applicants born on or after October 1, 2023. An official note was issued by the Central Government this week, giving effect to the amendments in the passport rules of 1980. Regarding this note, the officials said that the new rules will come into force after the amendments are published in the official gazette.

According to these new rules, only birth certificates will be valid for proof of date of birth of people born on or after 1 October 2023. This birth certificate should be issued by a Registrar of Births and Deaths, Municipal Corporation or any appropriate officer empowered under the Registration of Births and Deaths Act, 1969. Apart from this, applicants before this date can also submit alternative documents like driving license or school leaving certificate as date of birth certificate as per the old system.

According to PTI, Economic Affairs Secretary Ajay Seth said that the cooperative banking sector is running well under the supervision of the RBI. He termed the overall condition of the sector as strong.

He said that no one should doubt the entire sector because of the crisis in one bank. It is the regulator’s job to take action against the guilty units. According to reports, 90 percent of the 1.3 lakh depositors of New India Co-operative Bank will get the entire amount under DICGC.

The scam in the bank came to light after a physical inspection revealed that Rs 122 crore cash shown in the ledger was missing. The investigation revealed that the bank’s General Manager-Finance Hitesh Mehta had allegedly given a major portion of the embezzled amount to a local builder.

RBI data shows that in the financial year 2023-24, DICGC settled claims worth Rs 1,432 crore. The entire amount was for cooperative banks. The number of banks registered with DICGC was 1,997 as of March 31, 2024. These include 140 commercial banks and 1,857 cooperative banks.

The current limit of Rs 5,00,000 covers about 98 percent of deposit accounts. In the case of commercial banks, only 41.9 percent of deposits are covered under insurance. Whereas in the case of cooperative banks, this figure is up to 63.3 percent.

Now, from April 1, 2025, 10% TDS will have to be paid on interest earned above Rs 1 lakh.

It is known that the limit of TDS deduction on interest income for general citizens has also been increased. Finance Minister Nirmala Sitharaman said in her budget speech that the limit of TDS on interest from FD for non-senior citizens has been increased from Rs 4 thousand to Rs 50 thousand. Finance Minister Nirmala Sitharaman has announced the removal of import duty on 12 critical minerals such as lithium-ion battery scrap, cobalt products, LEDs, zinc. Presenting her eighth consecutive budget on Saturday, the Finance Minister said, “I propose to completely remove custom duty on 25 critical minerals and reduce it on two others. This will promote the processing and refining of these minerals and ensure their availability for these important sectors.”

In addition, he proposed to add 35 capital goods for electric vehicle battery manufacturing and 28 for mobile phone battery manufacturing to the list. This will boost the manufacturing of lithium-ion batteries in India and create more employment opportunities.

Sitharaman said, I now propose to completely remove custom duty on cobalt powder and waste, lithium-ion battery scrap, lead, zinc and 12 other critical minerals. This will ensure availability of raw materials for manufacturing and provide employment opportunities to the youth.

Keeping in mind the long gestation period of shipbuilding, he proposed to continue the exemption in basic customs duty (BCD) on raw materials, components, consumables and parts for shipbuilding for another 10 years. Similarly, the same exemption will be extended to the ship breaking industry to enhance competitiveness.

Further, in line with the ‘Make in India’ policy and to correct the inverted duty structure, he proposed to increase the customs duty on interactive flat panel displays from 10% to 20% and reduce it to 5% on open cells and other components. He also proposed complete removal of basic customs duty on ‘Wet Blue Leather’ to promote domestic value addition and employment.

Sitharaman also proposed that not more than one cess or surcharge would be levied. She also proposed to abolish the social welfare cess levied on 82 tariff lines.

The central government is preparing to bring changes in the ‘Enemy Property Act’. These changes will give the government even more rights over enemy properties. Meaning, the government will be able to directly become the owner of these properties and use them in ‘public interest’. According to this law of 1968, the properties which are considered to be of enemy countries remain with the ‘Custodian of Enemy Property’.

Neither can they get any heir, nor can they be sold. Some changes were made in it in 2017, which made the definition of ‘enemy citizen’ and ‘enemy company’ a little more clear. But now the government wants to have direct control over these properties. If sources are to be believed, these changes have become necessary after the Supreme Court’s decision in a case related to Lucknow Municipal Corporation.

Enemy properties will be used in public interest

The government says that it can take over these properties for ‘public interest’ or any other purpose. And the ‘custodian’ will have to transfer these properties to the government without any hindrance. These changes are proposed under Section 5 of the Act. It is reported that this can be discussed in the cabinet this week. And this bill can also be introduced in the Parliament in the budget session.

Enemy properties worth ₹3,494.93 crore sold in six years

In the last six years, the central government has made money by selling enemy properties worth Rs 3,494.93 crore. After the wars with Pakistan in 1965 and 1971 and with China in 1962, the Indian government had seized the properties and businesses of those who had taken Pakistani or Chinese citizenship. Under the ‘Defence of India Rules’, which were made under the ‘Defence of India Act, 1962’, these properties were handed over to the ‘Custodian’. The job of the ‘Custodian’ is to manage these properties on behalf of the government.

A group of ministers monitors the sale

In January 2018, the government told the Lok Sabha that Pakistani citizens owned 9,280 and Chinese citizens owned 126 enemy properties. In the same year, the Cabinet approved the process of selling enemy shares worth more than Rs 3,000 crore. A total of 65,075,877 shares of 996 companies of 20,232 shareholders were identified. In 2020, the central government constituted a ‘Group of Ministers’ headed by Amit Shah. Its job is to oversee the sale of more than 9,400 enemy properties worth about Rs 1 lakh crore.

This dearness allowance is decided on the basis of basic salary or pension. Dearness allowance is a major part of the salary of central employees. There is no such provision in the current pay commission that if DA is more than 50%, it will be automatically included in the basic salary and it will be made ‘0’. Similarly, it is also about dearness relief.

What is the fitment factor? Understand it with an example.

The fitment factor is something on the basis of which the salary of government employees and pension of pensioners is calculated. It is implemented on the basis of the recommendation of the commission. Example – If someone’s basic salary is 20 thousand and the fitment factor 2.5 is recommended in the 8th Pay Commission, then his basic salary will increase to 50 thousand. Similarly, pension will also be calculated.

When will the 8th Pay Commission be implemented?

Till when will we have the option to choose?

The draft of UPS is being prepared, on the basis of which the final guideline will be made. This guideline is expected to be ready by December. After this, employees will have to choose either NPS or UPS by March 31. The new scheme UPS will come into effect from April 1, 2025.

What makes the new scheme special?

A special feature of UPS is that employees will get the option to invest 100% of the amount deposited in their fund. In NPS, employees can invest up to 50% of the amount through 12 service providers suggested by the government.

Central employees in UPS will not have the option of withdrawing a lump sum amount at the time of retirement. That is, the entire amount deposited in their fund will be used to make pension. In NPS, the employee gets 60% of the amount at the time of retirement. The remaining 40% amount is used to make pension.

The government will also increase its contribution in UPS. The government contributes 14% in NPS. Whereas in UPS it will increase to 18.50%. The employee’s contribution will remain 10% only. In this way, a total of 24% amount is deposited in NPS. Whereas in UPS it will increase to 28.50%.

Who do experts say is better?

However, only 20% of the amount will go to the pension fund. The remaining 8.50% will be deposited in a separate pool. This amount will be used if there is a 50% reduction in the employee’s pension at the time of his retirement. This will ensure that the employee gets at least 50% of his last salary as pension.

Experts believe that UPS is better than NPS as a pension option. In UPS the pension amount can increase. Whereas in NPS it is uncertain. However, it is not as good as the Old Pension Scheme (OPS).

When to use 8.50% pool amount in UPS?

If the pension generated from the amount deposited in the annuity is less than 50% of the employee’s last salary, then this pool amount will be used. For example, if the last salary of an employee is Rs 1 lakh and the pension generated from the annuity is Rs 46,000, then the remaining Rs 4,000 will be given from the pool fund.

The Department of Pension and Pensioners Welfare (DoPPW) issued new instructions on October 25, 2024, due to frequent inquiries regarding interest payment on delayed GPF disbursement after retirement. These instructions emphasize the need for timely handling at every stage from preparation of retirement list to issuance of Pension Payment Order (PPO).

The notice also gives details of payment of interest on delayed GPF final payments for retired government employees. It also mentions the duties of the concerned officials and the consequences of delay in disbursement. The important points of the Central Government’s clarification on GPF disbursement to retired employees are as follows…

1. Timely payment: Rule 34 of the General Provident Fund (Central Services) Rules, 1960 mandates that the accounts officer should ensure that the GPF amount is paid promptly on the retirement of the subscriber.

2. Unconditional disbursement: The GPF balance is the property of the retired government employee and its disbursement is unaffected by any pending disciplinary proceedings.

3. Interest on delayed payments: Rule 11(4) states that if the GPF balance is not paid at the time of retirement, interest should be charged for the period beyond the retirement date.

4. Interest Payment Approval Process: The Pay and Accounts Office (PAO) can approve interest for a delay of up to 6 months after retirement. In case of delay beyond six months, approval from the Head of the Accounts Office is required for interest payment. In case of delay beyond one year, authorization from the Controller of Accounts/Financial Advisor is required for interest payment.

5. Extension of Delay: Cases involving interest payment will be referred to the Secretary of the concerned administrative Ministry or Department to prevent additional financial burden due to delay in GPF payment.

The Secretary will assign responsibility at each stage of the GPF payment process to prevent delays, avoid unnecessary interest payments and ensure timely disbursement.

Under this new scheme, retired central government employees who have attained or are about to attain the age of 80 will receive additional pension. The government has issued clear guidelines for the distribution of these benefits. Central Civil Employees include employees who are employed under the Central Government but are not members of the armed forces.

Pension will be available as soon as you turn 80.

As per the new rules, the pensioner will start getting this additional pension from the first day of the month in which he turns 80. For example, if a pensioner is born on 20 August 1942, then he will receive the additional amount from 1 August 2022. Similarly, if he is born on 1 August, then the additional pension will start from the same day.

Pension will increase after 80 years

Once the age of 80 is completed, the pensioner will get an additional amount with an increase of 20% in the basic pension. This benefit will increase according to age—it will be 30% at the age of 85 to 90 years, 40% at 90 to 95, and 100% of the basic pension will be given additionally on completion of 100 years of age. As per sub-rule 6 of rule 44 of the CCS (Pension) Rules 2021, pensioners of 80 years of age or above will be entitled to this additional compassionate allowance in their pension, which reflects the government’s appreciation and respect for their service.

Recently, Ex-Servicemen Contributory Health Scheme (ECHS) has included 40 private hospitals, nursing homes and diagnostic centers in its panel. This decision was taken in the recent screening committee meeting.

40 new private hospitals included for CGHS and ECHS

The Managing Director of ECHS has received a formal order regarding the list of new hospitals included in this panel. This process has been done under the guidelines of the Ministry of Defense, according to which hospital and treatment services will be provided to ECHS beneficiaries. Now 40 private hospitals, nursing homes and diagnostic centers have been included in the count of ECHS.

All employees will be able to get treatment at low rates

All the hospitals and diagnostic centers included in the panel will have to follow the conditions set by the Ministry of Defense, which also includes the rates of service. The rate of treatment will be as per the rates passed by the list committee. Also, it will be adjusted with CGHS (Central Government Health Scheme) rates. That is, the employees coming under ECHS will also be able to get treatment at the same rate at which CGHS employees are treated in private hospitals. The list of these 40 hospitals has also been included in CGHS.

List of hospitals

Additionally, hospitals that are already empanelled with CGHS will have to provide a certificate of their CGHS status while signing the agreement with ECHS. The status of CGHS empanelled hospitals will remain valid as long as their CGHS accreditation is active, and their agreement can also be renewed. Services accredited by NABH i.e. National Accreditation Board for Hospitals and Healthcare Providers will also be empanelled with ECHS, which will remain valid for the period of their NABH certification. This step is an important step towards providing more facilities and better healthcare services to ECHS members.

What is the difference between CGHS and ECHS

Both CGHS and ECHS are health schemes of the Government of India, but they serve different groups. CGHS is for central government employees and their families, while ECHS is for retired military personnel and their dependents. ECHS has more panel hospitals than CGHS, including hospitals in remote areas.

Who will be the beneficiary?

According to the Ministry of Labor and Employment, workers working in sectors such as building construction, loading and unloading, security services, cleaning, housekeeping, mining and agriculture will benefit from this revised wage rates. These wage rates will be applicable to workers working in establishments in central sectors.

The ministry said that the new minimum wages have been divided into four categories based on the skill level of the workers – unskilled, semi-skilled, skilled, and highly skilled. Apart from this, they have also been categorized into A, B and C categories according to geographical areas.

Minimum Wage for Construction and Maintenance Workers

The revised minimum wages will apply to workers engaged in construction or maintenance works, including building of roads and runways, building construction and installation of underground facilities such as power, telecom, water and sewer lines.

The new pay rates, which include both basic pay and Variable Dearness Allowance (VDA), are as follows:

Wages for unskilled workers will be ₹783 in Zone A, ₹655 in Zone B and ₹526 in Zone C.
Semi-skilled and supervisory workers will now get ₹868 in Zone A, ₹739 in Zone B and ₹616 in Zone C.
Skilled or clerical workers will be paid ₹954 per day in Zone A, ₹868 in Zone B and ₹739 per day in Zone C.

Minimum wages for highly skilled workers and supervised work

Highly skilled workers will get the highest wages, with rates of ₹1,035 in Zone A, ₹954 in Zone B, and ₹868 in Zone C applicable.

Effective October 1, the revised minimum wages will apply to workers engaged in loading and unloading operations, who are employed in the following sectors:

• Railway goods sheds and parcel offices
• Other goods sheds, godowns, warehouses and similar workplaces
• Ports and docks
• Management of passengers, freight and cargo at domestic and international airports

Minimum wages for watch and ward jobs (without arms):

With effect from October 1, the minimum wages for employees for Watch and Ward (unarmed), which includes Basic Pay and VDA, are as follows:

Zone A: Basic Salary ₹637, VDA ₹317, Total ₹954 per day.
Zone B: Basic Salary ₹579, VDA ₹289, Total ₹868 per day.
Zone C: Basic Salary ₹494, VDA ₹245, Total ₹739 per day.

The Ministry of Road Transport and Highways is making major changes in the Motor Vehicles Act. The ministry has also decided to set the engine capacity of the vehicle for minors at 50 cc and the motor power at a maximum of 1,500 watts.

The ministry has proposed 67 amendments in the existing law, on which people can give suggestions till October 15. The bill related to these amendments can be introduced in the winter session of Parliament.

According to the proposal, teenagers who have completed 16 years of age will be allowed to drive purely electric two-wheelers in public places, provided they follow the prescribed speed limit and engine power limit.

No person below the age of 18 will be allowed to drive any other vehicle. Apart from this, the ministry has also proposed that persons below the age of 18 will not be issued a learner’s license for vehicles with automatic gear. Through these rules, the government is trying to increase safety on the road and prevent accidents caused by juvenile driving.

But if this increase is 4 percent, then it will increase to 54 percent. The increased DA will be implemented by the government on July 1, 2024. Apart from this, employees will also be paid three months’ arrears. DA hike helps employees to deal with rising inflation.

How is dearness allowance decided?

Dearness allowance for central government employees is decided on the basis of All India Consumer Price Index (AICPI). This index tells how expensive things have become in general. When AICPI increases, the dearness allowance of government employees is increased. Dearness allowance is very important for lakhs of central government employees because it is a major part of their income.

How much will be the increase

If the basic salary of an employee is currently Rs 18000 and this time there is a three percent increase in DA, then there will be an increase of Rs 540 every month. If we talk about annual, then it is Rs 6480 per year. But if there is a 4 percent increase on the basic salary of 18000, then there will be an increase of Rs 720 every month. Annually it is Rs 7440.

Only those people of Haryana who come under the economically weaker section or live in kutcha houses and belong to the socially backward class are entitled to take advantage of the Mukhyamantri Gramin Awas Yojana. Along with this, the applicant should not have got a plot under any government scheme. The annual income of the applicant should not be more than 1.80 lakhs. BPL families of both rural and urban areas will be eligible under this scheme.

Expanded form of Chief Minister Rural Housing Scheme

Haryana government has expanded the Chief Minister Rural Development Scheme and has now opened registration to provide plots to eligible BPL families of the state. The estimated project cost for the Chief Minister Rural Housing Scheme Extension (MMGAY-E) in the period 2024-2027 has been fixed at Rs 2,950.86 crore.

How many yards of plot will be available?

The state government will provide plots of 50 and 100 square yards to the applicants of Mukhyamantri Gramin Awas Yojana Extension (MMGAY-E). Under this scheme, BPL families in rural areas will be given residential plots of 50 square yards in Mahagram Panchayats and 100 square yards in general panchayats. Under this scheme, beneficiaries will be able to take a loan of up to Rs 6 lakh from the bank to build a house.

It is mandatory to have a family identity card.

To avail the benefits of Mukhyamantri Gramin Awas Yojana, a family identity card must be made. Also, the applicant’s mobile number should be linked with the PPP. This is because while applying, an OTP will come on the registered mobile number for registration.

The central government may soon announce an increase in dearness allowance (DA) in the last week of September or the first week of October. According to reports, this time the government can announce a DA hike of up to 3-4 percent for central employees. This increase in DA will be considered effective from July 1, 2024. Last year also the DA was increased in the first week of October.

During the last DA hike in March 2024, the government had raised dearness allowance by 4 per cent to 50 per cent of basic pay. Also, dearness relief (DR) for pensioners was also raised by 4 per cent. DA and DR are increased twice every year, with effect from January and July. DA is given to central employees, while DR is given to pensioners.

What will happen to the DA dues pending during COVID-19?

During the recent Monsoon Session of Parliament, Union Minister of State for Finance Pankaj Choudhary clarified that the government is not looking at the possibility of releasing the 18 months of DA and DR arrears that were withheld during the COVID-19 pandemic. Minister Pankaj Choudhary replied to a question saying, ‘No’, when asked if the government is considering releasing the 18 months of DA/DR arrears of central government employees and pensioners that were withheld during COVID-19.

Due to the economic distress caused by the Covid pandemic, it was decided to freeze the three instalments of January 2020, July 2020 and January 2021 to ease the government’s financial pressure. Hence, there are no plans by the government to release these dues at the moment, and central employees will have to wait for further DA hikes.

The 7th Pay Commission was implemented in the year 2016.

The Pay Commission is a body appointed by the government. It reviews the salary structure, allowances and benefits of central government employees and recommends changes in them. The 7th Pay Commission was constituted by the then Prime Minister Manmohan Singh on 28 February 2014. The Commission submitted its report to the government on 19 November 2015 and its recommendations were implemented from 1 January 2016.

The central government constitutes a pay commission to revise the salaries of government employees every 10 years. Now the 8th Pay Commission is likely to be implemented by January 2026. If the 8th Pay Commission accepts the demands of the employee union, then the minimum salary of government employees can increase from Rs 18,00 to Rs 34,560 and the minimum pension can be Rs 17,280.

NPS Vatsalya Yojana is considered an important step in the pension system. This new scheme is being launched to secure the financial future of children. The management of the scheme will be in the hands of the Pension Fund Regulatory and Development Authority (PFRDA). The NPS Vatsalya Scheme will allow parents and guardians to arrange funds for the future of their children by investing in a pension account.

Investment will start from Rs 1000

Under the NPS-Vatsalya scheme, parents or guardians can open an account in the name of the child with a minimum of Rs 1000. After that, the parent or guardian will have to deposit a minimum of Rs 1000 in the child’s NPS-Vatsalya account every year till the child turns 18. According to the SBI Pension Fund Platform, there is no limit on the maximum amount deposited in this account. NPS ‘Vatsalya’ can also be converted into a non-NPS scheme when the child turns 18.

Who can open an account?

All parents and guardians, whether Indian citizens, NRIs or OCIs, can open NPS Vatsalya accounts for their minor children. NPS Vatsalya is designed to help ensure financial security of children as they grow up. Parents can invest in this scheme on behalf of children. When the child attains majority, the account will be converted into regular NPS. Compound interest will be earned on the money deposited in the account.

Parents or guardians will be able to withdraw

money from the account opened under NPS-Vatsalya scheme even before the child turns 18 years old. Under NPS Vatsalya Yojana, after 3 years from the date of opening the account, 25% of the total amount deposited in the account opened in the name of the child i.e. contribution will be allowed to be withdrawn. This facility of partial withdrawal will be available only 3 times till the child turns 18 years old.

Many times it takes months to process. Now the central government has fixed a deadline for pensioners according to which the pension will be processed. Regarding this, the Finance Ministry has issued an order, in which all the officers have been directed to strictly follow the deadline as per CCS (Pension) Rules 2021.

Pension process has to be completed on time

According to the CCS (Pension) Rules, 2021, it is mandatory to complete pension cases on time. So that, retiring employees can get pension on time. For this, employees have to start checking their service records and making other preparations one year before their retirement.

Time limit for pension:

One year before retirement : Service record has to be checked and initial work has to be started.

Six months before retirement: The employee has to submit the required forms to his office head.

Four months before retirement: The head of the office has to send the pension case to the Pension Accounting Office (PAO).

One month before retirement: Pension Accounting Office has to issue Pension Payment Order (PPO) and send it to Central Pension Accounting Office (CPAO).

There is also a provision in the rules that if a final decision on the pension and gratuity of an employee is not taken and he has to retire, then he will be given a temporary pension (provisional pension).

Deadlines must be met:

The government has directed all pension accounting offices to strictly adhere to the timelines for processing pension cases to ensure timely payment of retirement dues.

The government increases dearness allowance twice a year

The government increases the rates of dearness allowance and dearness relief on the basis of CPI-IW, that is, there is a change in the rates of DA and DR.

How much will the dearness allowance of employees increase- 4 percent or 3 percent-

This dearness allowance of employees is prepared on the basis of (CPI-IW) i.e. Consumer Price Index for Industrial Workers. After this DA increase, lakhs of employees are going to get benefit. According to the AICPI-IW data of January-July, the DA of government employees is going to increase by 3 percent. This increased dearness allowance will be considered applicable from July 2024.

On what basis has 3 percent dearness allowance been calculated?

The AICPI index of June has come to 141.4 points, which is an increase from 139.9 points in May. Based on this, the Dearness Allowance score has come to 53.36 percent. Last time, i.e. in January, this score was at 50.84 percent. After the latest CPI-IW data, a decision can be taken to increase the Dearness Allowance by 3 percent.

How much was the dearness allowance increased last time?

The last dearness allowance was announced in March 2024. The central government had increased both dearness allowance (DA) and dearness relief (DR) by 4-4 percent, effective from January. After that, the rate of DA and DR has increased to above 50 percent.

Government’s contribution

Under the Integrated Pension Scheme, the employee’s contribution for pension will be 10% of the basic salary and DA. The government will contribute 18.5%. The government contributes 14% to NPS, which has been increased to 18%. In this new pension scheme, provisions have also been made for family pension, guaranteed minimum pension and lump sum payment after retirement. Please note that the employees will have the option to choose between NPS and UPS only once.

How many employees benefit

Let us tell you that in the new scheme, the employee will get pension equal to 50 percent of the average salary of the last year after 25 years of service. Government employees who joined the service after January 2004 are covered under this scheme. 30 lakh central employees are expected to benefit from this scheme and if the state governments implement UPS, then a total of 90 lakh employees will be able to benefit from it.

How much pension after 10 years of service

The pension will be paid proportionately for a minimum service period of 10 years. The New Pension Scheme also guarantees a minimum pension of Rs 10,000 per month on retirement after a minimum service of 10 years. According to the official statement, the Department of Pension and Pensioners Welfare (DoPPW) had issued a notification on July 16, 2024, giving information about the Saral Pension Application “Form 6-A”. This form will be available in future/e-HRMS (online module) for all central government employees retiring from December 2024 and onwards.

The statement said, “Retired officers who are on e-HRMS will fill Form 6-A through e-HRMS (for superannuation cases only) and retired officers who are not on e-HRMS will fill Form 6-A on Bhavishya Bhavishya.” The new pension application form will be launched with Bhavishya Bhavishya/e-HRMS platform on 30 August 2024 by Union Minister Jitendra Singh. This simplicity is a major initiative under the “Maximum Governance-Minimum Government” policy. The new form consolidates nine forms and formats into a single simple application.

This new form and related changes in future business process will simplify pension form submission through “Single Sign Only”. End-to-end digitization of the entire pension processing process will be achieved. This will enable digital processing of the entire pension from initiation of pension payment to retirement.

The statement said, “This is a step towards paperless functioning in the entire pension process.” Moreover, with the simplified user interface for pensioners, pensioners will no longer have to worry about unfilled or missed forms.

The central government has now approved a new system for candidates appearing for the Union Public Service Commission (UPSC) exam. After this, if you want to appear for the UPSC exam, then you will have to go through the Aadhaar based authentication process.

This system will work on a voluntary basis

The system of Aadhaar based authentication for UPSC will be on a voluntary basis. This means that it will not be a mandatory condition for appearing in the UPSC exam. This system of Aadhaar based authentication has been introduced to ensure the identity of the candidate.

Aadhaar based authentication will be done at two levels. First, when you register to appear in the UPSC exam. The central government has given permission to conduct this at every different level of the exam. Secondly, Aadhaar based authentication will also be done during recruitment.

According to a Business Standard report, the Union Public Service Commission will now be able to use Aadhaar data. It will be able to do Aadhaar-based e-KYC of any candidate from its database. Under this, when you register to appear in the exam on the UPSC’s one-time registration portal, Aadhaar-based authentication will be done at the same time. For this, the candidate will have to give a yes or no approval to UPSC to access their Aadhaar data. This system will be adopted during their entire recruitment process.

In the meantime, Payments Services Limited will continue to provide online payment aggregator services to existing partners.

RBI had rejected the application

The Reserve Bank of India (RBI) had rejected Paytm’s payment aggregator license permit application in November, 2022 and directed the company to re-apply with Press Note-3 compliance under foreign direct investment (FDI) norms. According to Press Note-3, the government had made its prior approval mandatory for investments from countries sharing terrestrial borders with India. At the time of the application rejection, China’s Alibaba Group was the largest shareholder in the company.

RBI’s payment aggregator guidelines also state that a single entity cannot continue to provide payment aggregator services as well as e-commerce marketplace and such payment aggregator services should be separated from the e-commerce marketplace business.

Status of Paytm shares

Paytm’s stock fell sharply on the third day of the week. At the end of trading, the stock fell 1.38% to close at Rs 538. The sluggishness in Paytm’s shares came at a time when the Securities and Exchange Board of India (SEBI) has issued a notice to parent company One97 Communications over employee stock options given to the company’s CEO Vijay Shekhar Sharma.

Now a new update has come from the central government regarding the Old Pension Scheme (OPS). It was claimed in many media reports that the time limit for switching from New Pension Scheme to Old Pension would be extended.

The central government clarified that there is no proposal to extend the time limit for employees to switch to the Old Pension Scheme (OPS). The central government started NPS for employees in 2003. Union Minister of State Jitendra Singh had said in response to a written answer in the Lok Sabha a few days ago that NPS is mandatory for all new recruitments in central government jobs (except armed forces) from January 1, 2004.

The option to switch to the old pension scheme was given.

He said that after the court order, the Department of Pension and Pensioners Welfare issued an order on March 3, 2023. In this order, the civil employees of the Central Government were given a one-time opportunity to join under the Central Civil Services (Pension) Rules, 1972 (now 2021). In this, the option to switch to the old pension scheme was given to such employees who were recruited before the notification of NPS was issued on December 22, 2003.

No proposal to issue any kind of instruction

Singh said that according to the existing process, the appointing authority of the post in the ministry for which such an option has been chosen has to examine the applicability of these instructions and take a decision. He said, ‘A fixed time limit has been fixed for every activity to examine and decide on the option chosen by the employee.’ The employees had time till August 31, 2023 to select their option. After this, the last date for examining the option and deciding on it by the concerned appointing authority was November 30, 2023. The minister said that there is no proposal to issue any kind of instruction regarding the order issued on March 3, 2023.

This figure is till July 11, 2024. In the same period a year ago, the government had earned Rs 4.80 lakh crore from direct tax.

According to CBDT data, corporate tax has contributed Rs 2.1 lakh crore to this figure of net collection of direct tax. On the other hand, personal income tax has contributed Rs 3.46 lakh crore to the total collection. The personal income tax collection figure also includes the income from securities transaction tax i.e. STT.

This much was earned in the month of June

The government earned more than Rs 4.50 lakh crore from tax collection in the month of June alone. CBDT figures show that in the month of June, the government got a total of Rs 4.62 lakh crore from the collection of direct taxes. This figure is 20.99 percent more than the income from direct taxes in June 2023. The collections made during the month of June include corporate tax of Rs 1.8 lakh crore and personal income tax of Rs 2.81 lakh crore.

The figure had increased so much last year

Direct tax collection had given great relief to the government during the last financial year as well. During the entire financial year 2023-24, the government’s direct tax collection grew by 17.7 percent on an annual basis and the total figure stood at Rs 19.58 lakh crore. During the last financial year, the contribution of personal income tax was significant in this increase. The contribution of personal income tax in the total collection increased to 53.3 percent, while the contribution of corporate tax decreased to 46.5 percent.

The budget is going to come after a week and a half

This tax collection figure has come at a time when the government is going to present a new budget after about a week and a half from now. The new session of Parliament is starting from July 22 and on the second day of the session i.e. on July 23, Finance Minister Nirmala Sitharaman is going to present the full budget for the financial year 2024-25.

In an office memorandum dated June 25, 2024, the Ministry of Health and Family Welfare said that reference is invited to Office Memorandum No. Z 15025/23/2023/DIR/CGHS dated 28.03.2024, wherein linkage of CGHS beneficiary ID with Ayushman Bharat Health Account ID (ABHA) has been made mandatory and to inform that the matter has been reviewed in the ministry and the same is put on hold till further orders.

ABHA number is a 14-digit unique number to access, link and share your health records across multiple systems digitally. Like a bank account number, it is a unique number to identify you and authenticate you when needed.

While filing income tax returns, taxpayers have the option to choose either the new or the old tax system.

Under the old tax regime, taxpayers were eligible for tax exemptions on various investments, insurance, house allowance and leave travel allowance etc. under various sections of the Income Tax Act.

Another official said that industry representatives have requested to reduce the maximum rate of income tax slab from 30 percent to 25 percent under the new tax system. However, this demand is unlikely to be considered by the government.

“There is no possibility of a change in the upper limit of income tax slabs as at the moment there is a need to boost consumption for the lower income group,” the official said. He added that changes in the rates of the old tax slabs are also unlikely to be considered.

Dr. Jalan Committee had fixed the level of 5.5 to 6.5 percent for CRB. Now RBI has told that when the condition of the economy was not good due to the Covid epidemic, CRB was kept at 5.5 percent. Home Ministry gave information about the decision

The Home Ministry has issued a notification on Monday informing about this decision. It has been told that 50 percent GST assistance on purchase of goods from Kendriya Police Kalyan Bhandar will be applicable from April 1, 2024. This assistance will be provided through the budget. Confederation of Ex Paramilitary Forces Martyrs Welfare Association had been raising voice for this for a long time. The association had also submitted memorandums to many Union Ministers. Letters were also sent to the Prime Minister’s Office (PMO).

Demand was made to Finance Minister Sitharaman

The association had demanded from Finance Minister Nirmala Sitharaman that she should announce 50 percent GST exemption on CAPF canteen products in the interim budget. Due to GST imposed on canteens, the budget of lakhs of paramilitary families gets spoiled. Therefore, exemption in GST was being demanded for CAPF canteen on the lines of Army canteen.

Many states had given VAT exemption before GST

Association Chairman HR Singh and General Secretary Ranbir Singh said that the Central Police Canteen was established in the year 2006 to help the paramilitary force personnel. Earlier, goods were purchased from the Army’s CSD canteen. There are about 119 master canteens and 1778 CPC canteens across the country. The name of CPC canteen has been changed to Central Police Kalyan Bhandar. Before the implementation of GST, many states had given exemption from Value Added Tax (VAT) on the items available in canteens. But, there was no relief after the implementation of GST.
