A large section of state government employees had been repeatedly protesting over dearness allowance. Protests had been going on on the streets for a long time. Economic analysts were speculating that DA would be increased in the last budget before the 2026 assembly elections. However, Mamata Banerjee’s government proposed to increase DA in the budget on Wednesday itself.

The Mamata Banerjee government of West Bengal presented the state budget in the assembly on Wednesday. Minister of State for Finance Chandrima Bhattacharya announced a 4% hike in dearness allowance (DA) for government employees during the budget speech. Along with this, it has been announced to provide mobile phones to Anganwadi and ASHA workers. With the increased DA, the employees will now get a total of 18% dearness allowance, which will be effective from April 1, 2024. However, the opposition BJP opposed the budget and walked out of the assembly proceedings, alleging a lack of new employment opportunities in it.

These big announcements were made in the budget for 2024-25.

Under the Bengal Housing Scheme Bangalore Bari Project, 16 lakh houses will be built in the next financial year. For this, an additional budgetary allocation of Rs 9,600 crore was made, taking the total amount to Rs 23,000 crore.

Road and bridge construction

An additional amount of Rs 1,500 crore was allocated under the Pathashree project. Rs 500 crore was provided for the Gangasagar Bridge (4.75 km long).

Employment and Water Management

Under the River Interconnection Project, a plan has been made to increase employment opportunities by connecting various rivers and water sources, for which Rs 200 crore has been provided. It was decided to prepare a master plan to prevent river erosion, for which a budget of Rs 200 crore has been kept.

Scheme for Anganwadi and ASHA workers

Mobile phones will be given to all workers from the budget of Rs 200 crore. Last full budget before the 2026 elections. This budget is the last full budget of the Mamata Banerjee government before the assembly elections to be held in 2026.

According to two official orders issued by the Finance Department, the increased Dearness Allowance will be effective from July 1, 2024. The orders state that government employees working under the recommendations of the 7th Pay Commission will now get 53 percent DA of their basic pay. Earlier, the rate of Dearness Allowance was 50 percent.

The government orders state that the arrears of additional DA installment from July 2024 to December 2024 will be paid in February 2025 and the increased DA will also be included in the monthly salary of January 2025.

Similarly, according to another order issued by the Finance Department, DA for pensioners has been increased to 53 percent of their basic pension or basic family pension, which was earlier 50 percent. The orders said that the arrears of pensioners and family pensioners from July to December 2024 will also be paid in February 2025, while the revised rates will be reflected in pensions and family pensions starting from January 2025.

Under this programme, the government is giving loans of Rs 50,000 without any collateral to people displaced by communal violence.

Startups ready to provide employment to 432 displaced people

The Chief Minister said that so far about seven startups have been identified and they are ready to provide employment to 432 displaced people. The Chief Minister also said that about 500 youth in Delhi will be given residential skill training to join Air India and IndiGo as flight crew members.

New rates of DA under 6th Pay Commission

According to the 6th Pay Commission, dearness allowance for salaried employees has been increased from the current 239% to 246%. This increase will be effective from July 1, 2024. A seven percent increase in dearness allowance has been made under the Sixth Pay Commission. For example, if an employee’s basic salary is ₹ 43,000, earlier he used to get ₹ 1,02,770 under 239% DA. According to the new rate of 246%, now his DA will increase to ₹ 1,05,780. That is, the salary will increase directly by Rs 3,000 per month.

New rates of DA under 5th Pay Commission

According to the 5th Pay Commission, the dearness allowance of the employees receiving salary has been increased from the current 443% to 455%. This will also be applicable from July 1, 2024. That is, DA has been increased by 12 percent directly.

DA rates under 7th Pay Commission

Dearness Allowance and Dearness Relief for central employees and pensioners receiving salary under the 7th Pay Commission has been increased from 50% to 53%. This increase has come into effect from July 1, 2024.

Benefit of dearness allowance

Dearness Allowance is given to government employees and pensioners to provide relief from inflation. It is decided according to the employees working in urban, semi-urban and rural areas. The central government revises the rates of dearness allowance twice every year—in January and July. Through this revision, employees receiving salary under the 5th and 6th Pay Commission will get the benefit of increase in DA.

According to ANI report, after the 3 per cent hike, the total dearness allowance of Assam employees will now increase to 53 per cent, which is equal to that of central government employees. The new DA will be reflected in the salary from December. Employees will get their DA arrears from December to March, in which the amount will be paid in 4 equal installments.

DA increased for the second time this year

CM Sarma said that the increase in DA is a Diwali gift from the government to the employees. This is the second time this year that the Assam government has increased the dearness allowance for its employees. In March, the state government implemented a 4 percent increase in DA.

Dearness allowance of UP employees increased by 3 percent.

Recently, the Yogi government of UP has issued an order to increase dearness allowance by 3 percent, giving Diwali gift to the state employees. Now the employees of UP will get 53 percent DA. The increased dearness allowance will be available from July 1. Dearness allowance will be added to the salary received on October 30.

Gift to employees of Arunachal Pradesh too

After 75% is deposited in GPF, a cash payment of Rs 1727 will be made to the government employees. At the same time, the employee who is not a member of GPF will have to deposit this money in the form of National Savings Certificate or in PPF.

Apart from this, MSP on lentils has been increased by Rs 275 per quintal and it has been increased from Rs 6,425 to Rs 6,700 per quintal. MSP on safflower has been increased by Rs 140 and it has been increased from Rs 5,800 to Rs 5,940.

How much salary will come in October

As we told you that the increase in DA will be considered effective from July itself, then including October, there will be a total of 4 months. In this way, in October, the employees will get an increase of about 4800 rupees from the total salary they are getting till now. This calculation has been done on such an employee, whose basic salary is 40 thousand and the salary coming in the account is considered to be 60 thousand rupees. The numbers of the AICPI-IW index released between January and June 2024 have decided how much dearness allowance the employees will get from July 2024. Now it is the turn to announce it. The date has been fixed. You will get the gift before Diwali. In January, the index number was at 138.9 points, due to which the dearness allowance increased to 50.84 percent.

After this, the index was at 139.2 points in February, 138.9 points in March, 139.4 points in April and 139.9 points in May. On this pattern, the dearness allowance reached 51.44 percent, 51.95 percent, 52.43 percent in April and 52.91 percent by May. The June numbers finalized how much dearness allowance will increase. With the index at 141.4 points in June, the score of dearness allowance has gone up to 53.36 percent.

How much can dearness allowance increase?

There can be an increase of only 3 percent in dearness allowance (DA). If this happens, the dearness allowance of the employees will become 53 percent. There is no possibility of it becoming zero. According to the current trend, even after the June numbers come, it will reach 53.29 percent only. Meaning it will be increased from 50 to 53 percent. Dearness allowance is calculated from the AICPI index. The inflation data collected from different sectors in the index shows how much the allowance of the employees should increase in comparison to inflation. 

Will be implemented from 1 July 2024

The announcement of dearness allowance for central employees is made on 23 October. But, it will be implemented only from July 2024. The payment for the intervening months will be made as arrears. Under the 7th Pay Commission, the AICPI numbers from January to June determine the dearness allowance for central employees. Dearness allowance has reached 53.36 percent. In such a situation, an increase of 3 percent is certain this time. The total dearness allowance will become 53 percent.

Chief Minister Sukhwinder Singh Sukhu on Friday announced the release of 4% pending dearness allowance (DA) for 1.80 lakh government employees and 1.70 lakh pensioners from January 1, 2023. The release of pending dearness allowance will put an additional burden of Rs 600 crore on the state treasury every year. Employees and pensioners will be released their salary and pension on October 28 instead of November 1 and 9 respectively.

Approval of medical bills

Talking to reporters, the CM said, all pending medical bills of employees and retirees were cleared, for which a provision of Rs 10 crore has already been made. Issuing directions to the concerned departments to clear all pending medical bills this month, the CM said that for this purpose, adequate budget will be made available to the departments as per their demand.

A direct target on BJP

He took a dig at Leader of Opposition Jai Ram Thakur for “spreading lies” about shortage of funds and “misleading” the Prime Minister and the BJP national president. He said the BJP has left no stone unturned to “spread misinformation” about the state’s financial health. He said the release of dues including dearness allowance and arrears is proof that the state government is committed to addressing the grievances of its employees and there is no such financial crisis as of now.

A new base year was fixed for calculations. Due to zero dearness allowance, the employees got the benefit that the previous dearness allowance was added to their basic salary. Now something similar is going to happen once again. There is a plan to increase the salary by once again merging the dearness allowance into the basic salary. Meaning, has the time come to constitute the 8th Pay Commission?

Dearness allowance will become zero (0)

Now the question comes that why would this happen? Actually, in the memorandum of the year 2016, it has been said that as soon as the Dearness Allowance (DA) reaches 50 percent i.e. 50% of the basic salary, it will be reduced to zero. Meaning, after becoming zero, the current dearness allowance will start back from 1 percent, 2 percent.

This will happen because, as soon as 50 percent dearness allowance (DA hike) is reached, it will be merged into the basic salary. With this, employees will not have to wait long for their salary revision. Earlier dearness allowance used to exceed more than 100 percent. This was the formula for the sixth salary.

Salary of central employees will increase by Rs 9000

At present, the basic salary at pay-bed level-1 is Rs 18000. This is the most minimal basic. If we look at its calculation, a total of Rs 7560 is currently available as dearness allowance. But, if we look at the same calculation at 50 percent dearness allowance, then we will get Rs 9000. Now here comes the catch.

As soon as 50 percent DA is reached, it will be reduced to zero and added to the basic salary. Meaning, the salary of Rs 18000 will increase by Rs 9000 to Rs 27000. After this dearness allowance will be calculated at Rs 27000. If DA increases by 3% after becoming 0, then their salary will increase by Rs 810 per month.

When will central employees get gifts?

At present, the dearness allowance of Central Government employees is 42 percent. Now the next revision is to be held in July 2023, in which there may be an increase of 4 percent. This means that after July, dearness allowance will increase at the rate of 46 percent. In such a situation,

the revision of dearness allowance for January 2024 will have to be kept an eye on. If it increases by 4 percent then dearness allowance will reach 50 percent. If it increases by 3 percent then it will be 49 percent.

In case of 50%, dearness allowance will become zero from January 2024 itself. This means that from July 2024, dearness allowance will be calculated only on the increased basic salary. If it remains at 49 percent then we will have to wait till July 2024.

How will the HRA of employees increase?
The next revision in House Rent Allowance will be in March 2024. As soon as dearness allowance reaches 50 per cent, the maximum rate of HRA will increase from the existing 27 per cent to 30 per cent. This will be for employees falling in X category. In the second category i.e. Y, the revision will be 2 percent. Its current level is 18%, it will be increased to 20%. Employees-pensioners of these states also get the benefit of 46% DA and Diwali bonus.
4.5 lakh employees and 3.5 lakh pensioners of Odisha will also get the benefit of 46% DA and 3 months arrears. Odisha government has also increased the DA of employee pensioners by 4%, so 8 lakh employee pensioners will get the increased DA. The benefit will be available in November along with the salary for October. Since the new rates will be applicable from July 2023, arrears of 3 months of July, August and September will also be available. Due to this the state will have to pay Rs 2100 crore more.

Government employees and pensioners of Karnataka will also get the benefit of DA increase. Since recently the state government has increased the dearness allowance of employee pensioners by 3.75%, after which the dearness allowance has increased from 35% to 38.75%. The state government will see an additional financial burden of Rs 1100 crore. Earlier, the basic salary had been increased by 17% in the month of March this year by the state government. Haryana Chief Minister Manohar Lal Khattar has also increased the Dearness Allowance (DA) of state government employees by four percent, after which the DA has been increased from 42 percent to 46 percent.

The new rates will be applicable from July 1, 2023, due to which the employees will also get 3 months arrears. About 3.5 lakh employees in Haryana will benefit from this decision. With 46% DA, there will be a bumper jump in the salaries of the employees.

The MK Stalin government of Tamil Nadu has also announced a four percent increase in dearness allowance for its state employees from July 1, 2023.
