The central government has also included the tax exemptions and essential facilities given in the National Pension Scheme (NPS) in the newly launched Unified Pension Scheme (UPS). 1. Tax-free withdrawals on retirement

Employees covered under UPS can withdraw up to 60% of their pension corpus in lump sum at the time of retirement, voluntary retirement or superannuation (retirement at a specified age). No income tax will be payable on this. This system is also applicable in NPS.

2. Lump sum on superannuation

At the time of superannuation, the member will receive 10% of his monthly salary (basic pay + dearness allowance) for every six months of eligible service as a lump sum. This too will be tax free. This payment will not reduce his assured monthly pension.

3. Tax on early withdrawal

If an employee or his nominee withdraws money from the UPS account before retirement or superannuation, the entire amount withdrawn will be treated as income and taxable in the same financial year.

4. Exit the plan or close the account

If a member closes the UPS account or exits the scheme before retirement, the entire amount withdrawn (including interest and investment earnings) will be taxable in full that year.

5. Transferring funds to purchase pension

At the time of retirement, if the balance amount is invested in a ‘pooled corpus’ to purchase a pension plan (annuity), it will not be taxable.

6. Rules at the age of 60

When the member turns 60 years old, he can withdraw 60% of the pension fund tax free. The remaining 40% will have to be used to buy a pension plan (annuity).

Most of the times, the DA which is increased in September-October is implemented from July 1. According to the recent inflation data, central government employees are likely to get a 4% increase in dearness allowance (DA) from July 2025. After this hike, their DA will increase from the current 55% to 59%. The DA hike is expected to be announced by the government during the festive season.

Dearness allowance is expected to be 59%

Dearness Allowance (DA) is calculated on the basis of All India Consumer Price Index (AICPI-IW). In May 2025, it has increased by 0.5 points to reach 144. This index has been increasing continuously in the last three months. It reached 143 in March, 143.5 in April and 144 in May. If this index also increases to 144.5 in June, then the 12-month average of AICPI-IW will be around 144.17. If it is seen according to the formula of the 7th Pay Commission, then the rate of DA will be around 58.85%. In such a situation, the government can approve 59% DA from July 2025.

How does Dearness Allowance (DA) increase?

As per the recommendation of the Seventh Pay Commission, Dearness Allowance (DA) is increased twice a year, in January and July. It is calculated on the basis of the average data of AICPI-IW of the last 12 months.

The formula for calculating DA

is (DA (%) = [(Average CPI-IW of the last 12 months – 261.42) ÷ 261.42] × 100). Here, 261.42 is the base price for calculation. By calculating in this way, an increase of 4% in DA is currently being estimated.

The increase in dearness allowance (DA) will be implemented from July. But it is usually announced later. In previous years too, the government has made such announcements during the festive season in September or October. This year too, the DA is expected to be announced around Diwali. This will be the last DA hike under the Seventh Pay Commission, as its term ends on 31 December 2025. The Eighth Pay Commission has been announced in January. The government has to appoint the chairman and members of the new commission.

The implementation of the Eighth Pay Commission may take time.

Looking at the past experience, the new pay commission usually takes 18 to 24 months to submit its report and implement it. If this time frame is applied, then the recommendations of the Eighth Pay Commission are likely to be implemented only by 2027. This means that till then central employees and pensioners will continue to get an increase in dearness allowance (DA) on their existing basic salary.

UPS rules applicable from April 1

Features of UPS

The family will get 60 per cent of the pension of the employee immediately before his death. There is a guaranteed pension of Rs 10,000 per month on retirement after a minimum of 10 years of service. There is also a provision for lump sum payment on retirement in addition to gratuity.

Earlier, this allowance was given only once a year. Let us tell you that some financial benefits are given to meet the cost of purchase and maintenance of uniform or any other special attire of government employees. This system, implemented after a circular issued in 2017, was a painful issue among employees recruited after July, as they had to wait for almost a year to get the benefit.

How will the allowance be calculated?

According to a circular issued by the Finance Ministry, the uniform allowance consists of several components such as dress allowance, equipment allowance, kit maintenance allowance and shoe allowance. Under the new rules, the uniform allowance will be calculated on a pro rata basis using a formula.

For example, suppose an eligible employee joins service in August and is entitled to dress allowance of Rs. 20,000 per annum. As per this formula, he will get dress allowance on pro rata basis, which will be Rs. (20,000/12 x 11), i.e., Rs. 18,333.

The ministry’s decision comes in response to the long-standing demand of employees to provide clarity on the rule allowing payment of dress allowance in July itself.

How much is the dress allowance paid?

The dress allowance covers only the basic uniform of the employees. Other special clothing requirements of the employees are covered separately by the concerned ministries. Some central government employees are paid dress allowance based on the recommendations of the Seventh Pay Commission.

The dress allowance recommended by the 7th Pay Commission includes allowances related to maintenance and washing of uniforms. The Commission has also recommended that whenever there is a 50 percent increase in DA, the dress allowance will be increased by 25 percent.

All are entitled to a dress allowance of Rs 10,000.

The circular further states that officers of the Military Nursing Service (MNS), Police Officers and ACPs of Delhi, Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli Police Service, executive staff of Customs, Central Excise and Narcotics Department, officers of the Indian Corporate Law Service (ICLS), Legal Officers of NIA, Immigration Personnel Bureau (in Mumbai, Chennai, Delhi, Amritsar, Kolkata) and all posts of the Bureau of Immigration are entitled to an annual uniform allowance of Rs 10,000.

All employees below the rank of Officer in the Defence Services/CAPFs/Railway Protection Force/Union Territory Police Forces and Indian Coast Guard and Station Masters of Indian Railways are also entitled to an annual uniform allowance of Rs. 10,000.

According to the notification of the Finance Ministry in August 2017, dress allowance includes clothing allowance, shoe allowance, kit maintenance allowance, robe allowance etc. This amount is given to those employees who have to wear a special dress during duty.

How will payment be made with the new formula?

Now the ministry will decide the process of pro-rata payment through a formula. This will bring transparency among the employees. For example, if an employee is to get a dress allowance of Rs 20,000 annually and he joins the service in August, then he will get: (Rs 20,000 / 12) x 11 = Rs 18,333.

Which employees will get how much dress allowance?

As per 7th pay commission

Rs 20,000 per annum to Army officers, Air Force, Navy, CAPF, Coast Guard.

Rs 10,000 per annum to Police officers, MNS officers, Customs, Narcotics, NIA, ICLS, Bureau of Immigration etc.

Railway station masters, employees under defense service, Union Territory Police etc. will get Rs 10,000 annually.

Trackmen, staff car drivers, canteen staff, running staff etc. will get Rs 5,000 annually.

It is worth noting that the direct benefit of the Eighth Pay Commission will be received by more than 50 lakh current central employees and more than 65 lakh pensioners. Last time, i.e. in the Seventh Pay Commission, Rs 1.02 lakh crore was spent by the government.

However, the fitment factor is an important formula for increasing the money by the Pay Commission. At the time of the Seventh Pay Commission, this fitment was 2.57 and with it the minimum salary was increased from seven thousand to eighteen thousand. But if the same formula is applied this time too, then the minimum salary of central employees will increase by Rs 9,000 to Rs 46,260 and pension will increase from Rs 9,000 to Rs 23,130. In such a situation, how much the salary of central employees will increase, it will depend on the recommendations of the Eighth Pay Commission and the government’s budget.

Since the term of the current 7th Pay Commission is going to end on December 31, 2025, the big question in the minds of employees is whether the government will be able to implement the new pay commission from January 2026 or not.

What is the pattern

Looking at past precedents, it is highly unlikely that the new pay commission recommendations will be implemented from January next year, as previous pay commissions have usually taken more than a year to finalise their reports. This time, due to the delay in the announcement of the pay commission compared to previous pay commissions, chances are high that the implementation of the recommendations will be seen only in the financial year 2026-27.

Now what did the government say?

Meanwhile, two MPs Kangana Ranaut of BJP and Sajda Ahmed of Trinamool Congress raised questions in the Lok Sabha about the formation of the 8th Pay Commission to revise the salaries and pensions of central government employees. Their question was whether the government has set any timeline for submitting the report of the 8th Pay Commission.

These MPs also asked about the progress made on the terms of reference for the pay commission. Responding to their questions, Union Finance Minister Nirmala Sitharaman said the timeline for submitting the report and the progress on the terms of reference “will be decided in due course”.

One question was about the estimated number of central government employees and pensioners at the 7th Pay Commission level who are likely to get benefits from the 8th Pay Commission, which will boost consumption and promote economic growth across the country, including Odisha. On this, the Finance Minister said that the estimated number of Central Government civilian employees and pensioners/family pensioners are 36.57 lakh (as on 01.03.2025) and 33.91 lakh (as on 31.12.2024) respectively. He said, “Defence personnel and pensioners will also get benefits”.

At the same time, the Governor of the Reserve Bank of India (RBI) had recently said that the consumer price index inflation rate for the current financial year is estimated to be 4.8%, due to which it is expected that DA may increase by more than 2%.

Discussions on salary hike intensified after approval from the government

8th pay commission may be formed next month

It is worth noting that the formation of the Eighth Pay Commission is expected to take place next month i.e. in April. Along with this, the Central Government can also announce the names of the Chairman of the Commission and two other members. After the formation of the Pay Commission, it will take about a year to prepare the report. It is decided on the basis of the recommendations of every Pay Commission and to decide this, many factors like inflation, needs of employees and financial capacity of the government are considered.

Basic salary may increase by 40-50%

The 8th Pay Commission is expected to bring a huge increase in the salary and pension of government employees. Experts estimate that the fitment factor could be between 2.28 and 2.86, which could lead to a 40-50% increase in the basic salary. According to experts, the fitment factor will be between 2.6 and 2.85, which will have a direct impact on the basic salary and pension of central government employees.

In the previous commissions, there has been a continuous increase in this factor, due to which the salary of the employees has increased so much. The 7th Pay Commission had fixed the fitment factor at 2.57, which resulted in an average salary hike of 23.55%. Earlier, the 6th Pay Commission had implemented a factor of 1.86. That is, after the implementation of the 8th Pay Commission, employees can expect an even greater increase in their take home salary.

Salary and Pension Calculation

Due to the fitment factor between 2.6 and 2.85, there can be a 25-30% increase in the basic salary along with a proportional pension increase. According to the calculation, the salary of an employee currently getting a basic salary of Rs 20,000 (8th Pay Commission salary structure) can increase to between Rs 46,600 and Rs 57,200. Apart from this, the minimum basic salary (8th Pay Commission Minimum Salary Increase) is expected to be more than Rs 40,000.

In the next step, a committee will be formed to assess the recommendations and finalise them. Once the committee completes its work, it will submit it to the central government. Reports have revealed that the members of the committee may be finalised by the end of this month.

For example, if the current basic salary of an employee is Rs 18,000 per month, it will increase to Rs 46,260 per month. Let us tell you that the Seventh Pay Commission was implemented on 1 January 2016. But former Finance Secretary Subhash Garg called it difficult and said that the fitment factor of 1.92 could be more practical.

JCM-NC Secretary Shiv Gopal Mishra says that the fitment factor in the 8th Pay Commission should be 2.57 or more. Actually, the old standards are no longer relevant. He also said that the 7th Pay Commission had adopted the principles of the Indian Labor Conference (ILC) of 1957 and Dr. Aykroyd’s minimum living wage, but now these standards have changed. What is Gratuity?

First of all, let us tell you what Gratuity is. Actually, Gratuity is a lump sum amount given to an employee when he leaves the job or retires. It can be said that this is a reward given to the employee by the company, which is given to him for long service. This amount is determined by the final salary of the employee and the number of years he has worked. 

Let us tell you that the new gratuity limit was announced on May 30, 2024 in a circular issued by the Department of Pension & Pensioners Welfare under the Ministry of Personnel, Public Grievances and Pensions.

Gratuity Act

The Gratuity Act applies to various sectors including factories, mines, oil fields, plantations, ports, railways, motor transport undertakings, companies and shops with at least 10 employees. The Act entitles employees to receive gratuity payment equivalent to 15 days’ wages for every year till the completion of the job. For non-government workers, the limit is Rs 10 lakh. On the other hand, seasonal establishments calculate gratuity on the basis of seven days’ wages in every season. Seasonal establishments, also known as seasonal establishments, are businesses or industries that operate only during a particular period every year.  

Last year, the gratuity limit for central government employees was raised from Rs 20 lakh to Rs 25 lakh. This hike was done after the 50% hike in the dearness allowance (DA) of employees which took the dearness allowance (DA) to 50% of their basic salary.

The Gratuity Act guarantees employees better gratuity terms in all agreements or contracts. For companies that come under the jurisdiction of the Central Government or operate in multiple states, the Centre acts as the governing body.

Who will get the benefit of gratuity (Gratuity Eligibility)

Under the Gratuity Act, companies are required to pay gratuity to retired employees or employees who leave the job after at least five years of service. The employee is entitled to receive gratuity in the following cases:

• On resignation after completing five years of continuous service
• On taking retirement as per company policy

Under certain circumstances, an employee can get gratuity even if he has worked for less than 5 years.

• In case of death of the employee, gratuity is given to the nominee or legal heir.
• If a person becomes disabled due to any accident or illness, even if he has not completed 5 years of service.
• If the workers working in underground mines work continuously for 4 years and 190 days.
• If employees working in other organisations work continuously for 4 years and 8 months i.e. 4 years and 240 days.

Gratuity calculation formula

A simple formula is used to calculate gratuity. You can know your gratuity amount by using the formula given below:

(Last Salary) x (Years of employment) x (15/26)

Salary components: Salary component includes basic salary, dearness allowance (DA) and commission.

Monthly work days: There are 26 working days in a month.

Method of calculation: 15 days average is determined based on half month’s salary.

How to claim gratuity?

To claim gratuity, a qualified employee has to submit an application in Form I to his company. If for any reason the employee is unable to do so, his nominee or legal heir is allowed to do so on his behalf.

On receiving the application, the company first verifies the claim, and then it has to immediately calculate the gratuity amount to be paid to the employee. This is necessary to ensure timely payment of gratuity and avoid any delay.

Resolution of Disputes:

If there is any disagreement regarding the gratuity amount or eligibility of an employee, then according to the Act, the matter can be raised before the governing body. For this, the employee has to file an application in Form N to the governing body of that specific region.

Will the 8th Pay Commission be implemented from January 1, 2026?

The recommendations of the 8th Pay Commission, set up to revise the salaries and allowances of about 50 lakh central government employees and 65 lakh pensioners, are unlikely to be implemented from January 1, 2026. If the fitment factor is fixed at 2.08, then the minimum basic salary of central employees can increase from Rs 18,000 to Rs 37,440. Along with this, the pension can increase from Rs 9,000 to Rs 18,720. But if the fitment factor goes up to 2.86, then the salary can increase by 186%. If this happens, then the minimum salary can increase to Rs 51,480 and pension to Rs 25,740.

The Seventh Pay Commission is currently underway…

The government periodically constitutes pay commissions which make recommendations for the pay of all government and public sector employees. It gives recommendations regarding the pay structure of the employees. The first pay commission was formed in 1947 after independence. Since then, seven pay commissions have been implemented. The 7th Pay Commission, constituted in the year 2014, gave its report in November 2015. It was implemented in the year 2016.

According to Annexure-1, beneficiaries have to scan their entire application package and email it to the office of the concerned Additional Director of their zone or city. If high-speed scanners are not available in the wellness center, the documents will be sent through post within a day or two. Along with this, additional directors have been instructed to purchase high-speed scanners for all wellness centers to facilitate the online process.

A digital record of the application will also be kept

All applications will be processed through an electronic file system to keep a digital record of permissions and track approvals. The subject matter of the e-file will include the name and ID of the beneficiary and details of all respiratory devices to be issued. Information such as e-file number, beneficiary ID and permission details will be stored in an Excel sheet for better tracking.

The order issued by the Union Personnel Ministry on Thursday said that these measures can be adopted by ministries / departments / organizations as per their functional requirements. According to the Central Pollution Control Board (CPCB), at 9 am on Thursday (November 21), the Air Quality Index (AQI) in the national capital was recorded at 376.

If the fitment factor of 2.86 is implemented in the 8th Pay Commission, then the minimum salary of central employees can increase significantly from the current ₹ 17,990 to ₹ 51,451. This increase is being said to be necessary in view of inflation and rising cost of living. However, there are some rumors that the minimum salary can be between ₹ 34,000 and ₹ 35,000, but Shiv Gopal Mishra dismissed these reports and said that there is no such official confirmation.

When will the 8th Pay Commission be formed?

No official information has been given by the government regarding the 8th Pay Commission yet, but it is expected that it will be constituted in 2026. Central employees and pensioners are eagerly waiting for it. All eyes are on whether the government will make a fair and timely amendment keeping in mind inflation and rising cost of living.

The total salary of the employees is calculated by multiplying their basic salary by the fitment factor. For example, if the basic salary of a central government employee is Rs 20,000, then to calculate his total salary excluding allowances, it will be multiplied by the fitment factor. For example, if the fitment factor is 2.57 times now, then the employee’s salary will be Rs 20,000 X 2.57 = Rs 51,400.

In such a situation, it is obvious that if the fitment factor increases, then the salary of central employees will also increase and they will get direct benefit. Central employees have been demanding to increase the fitment factor for a long time.

When will the 8th Pay Commission be formed?

At present, no official statement has come on this yet. Generally, a pay commission is formed once in 10 years. This commission makes recommendations for changes in the salary and pension of central government employees and retired people. The last pay commission, i.e. the 7th Pay Commission, was formed in February 2014 by the then Manmohan Singh-led government.

Central government employees got a big good news on the dearness allowance (DA) front on Wednesday before Diwali. The Union Cabinet approved a 3% hike in the DA of central employees and pensioners. This has made it 53% of the basic salary. In contrast, many states have given better DA hike to their employees. Some have increased the key allowance by up to 9%. Now the question must be arising in your mind that why is there so much disparity between the states and the Center in terms of DA hike? Let us try to understand this matter here.

The recommendations of the Seventh Central Pay Commission were implemented from January 1, 2016. Every time a new pay commission is constituted (usually every 10 years), the central government merges the DA with the basic pay of employees and starts from 0. The DA is increased twice a year in January and July.

The tenure of the Seventh Pay Commission has been an exception. The reason is that the Center had suspended DA hikes for 18 months during the Corona epidemic. But, apart from the three suspended hikes, the dearness allowance of central employees has been increased twice a year from January 2026, making it 53 per cent of the total basic salary.

Why is there a difference in DA hike between the Centre and states?

As mentioned above, the Centre has already implemented the 7th Pay Commission recommendations. While some states are yet to move beyond the 6th Pay Commission tenure. Since they are still following the recommendations of the previous Pay Commission, they decide the hike based on their own calculations and system.

For example, the DA of Jharkhand government employees has recently increased by 9% to 239% of the basic pay. Jharkhand is yet to move ahead with the 6th Pay Commission. As far as states that have implemented the 7th Pay Commission are concerned, they follow the Centre in announcing DA hikes.

As seen in the case of Chhattisgarh, state government employees have now received a 4% DA hike. This has made the total percentage 50% of their basic salary. While the Centre had announced a 4% DA hike for its employees in January. This made the total 50%.

Which states have increased DA?

Let us now take a look at the 5 states that have recently revised DA for their employees.

The Chhattisgarh government has announced a 4% hike in DA for its employees. This makes their total DA 50%. The hike will be effective from October 1. The Odisha government has also approved a 4% hike in DA for state government employees who are getting salary based on the Revised Pay Scale, 2017. This hike has increased the DA from 46% to 50%. It is effective from January 1, 2024.

The Himachal Pradesh government has also announced a 4% hike in DA for state government employees and pensioners. The state government has also announced that the salaries and pensions of employees and pensioners will be paid on October 28 before Diwali.

The Sikkim government has also increased DA by 4% for its employees. With the current hike, DA has become 50% of the basic pay of its employees. The state government has approved a 9% hike in dearness allowance (DA) for its employees. State government employees are still getting DA and other allowances based on the recommendation of the Sixth Pay Commission. With the 9% hike in DA, now state government employees will get 239% DA of the basic pay.

How much arrears money will be given?

As we told you, an employee with a basic salary of Rs 40,000 will start getting an additional dearness allowance of Rs 1,200 every month on a 3% DA hike. Since this hike is being considered effective from July itself, the employee will also be given arrears for the months of July, August and September. In this way, he will also get Rs 3,600 as arrears.

How much salary will come in October

As we told you that the increase in DA will be considered effective from July itself, then including October, there will be a total of 4 months. In this way, in October, the employees will get an increase of about 4800 rupees from the total salary they are getting till now. This calculation has been done on such an employee, whose basic salary is 40 thousand and the salary coming in the account is considered to be 60 thousand rupees. If such employees will get 4 months’ DA in October, then the total salary coming in the account will be Rs 64,800.

After this, the index was at 139.2 points in February, 138.9 points in March, 139.4 points in April and 139.9 points in May. On this pattern, the dearness allowance reached 51.44 percent, 51.95 percent, 52.43 percent in April and 52.91 percent by May. The June numbers finalized how much dearness allowance will increase. With the index at 141.4 points in June, the score of dearness allowance has gone up to 53.36 percent.

How much can dearness allowance increase?

There can be an increase of only 3 percent in dearness allowance (DA). If this happens, the dearness allowance of the employees will become 53 percent. There is no possibility of it becoming zero. According to the current trend, even after the June numbers come, it will reach 53.29 percent only. Meaning it will be increased from 50 to 53 percent. Dearness allowance is calculated from the AICPI index. The inflation data collected from different sectors in the index shows how much the allowance of the employees should increase in comparison to inflation. 

Will be implemented from 1 July 2024

The announcement of dearness allowance for central employees is made on 23 October. But, it will be implemented only from July 2024. The payment for the intervening months will be made as arrears. Under the 7th Pay Commission, the AICPI numbers from January to June determine the dearness allowance for central employees. Dearness allowance has reached 53.36 percent. In such a situation, an increase of 3 percent is certain this time. The total dearness allowance will become 53 percent.

What are the revised rules?

According to the revised rules, cardholders will not need referrals in case of emergency. In this situation, cardholders will be able to directly avail cashless treatment and access services at all major government hospitals including All India Institute of Medical Sciences (AIIMS) or Tata Memorial. Apart from this, a single referral from the Central Government Health Scheme (CGHS) Wellness Centre will be valid for 3 months, allowing beneficiaries to consult three specialists. A maximum of six consultations are allowed during this period.

When is a referral needed?

CGHS cardholders do not require additional approval within the three-month referral period for routine checkups and minor procedures. Special tests costing more than Rs 3,000 will require a referral. Similarly, procedures requiring hospitalisation will also require prior approval.

The age limit for accessing these services has been reduced from 75 to 70 years while expanding eligibility to more beneficiaries. These amendments are expected to increase access to health services for CGHS beneficiaries.

What is CGHS

Let us tell you that CGHS is a health insurance scheme. Under this, the Central Government provides health services to its employees and their families. Under this scheme, beneficiaries get coverage of medical expenses. Central employees can avail cashless treatment in any listed hospital or dispensary in the country through CGHS card.

CGHS New Rules : There is big news for the CGHS cardholders of the Central Government. The government has made the emergency service of the hospital easier than before for the CGHS cardholders. So that, treatment can start immediately without any hassle. The Ministry of Health has issued new guidelines for the cardholders of the Central Government Health Scheme (CGHS).

The purpose of these guidelines is to make health services even easier. So that people can get better service for consultation, investigation and treatment in government and listed private hospitals. In the Office Memorandum (OM) issued on 24 September 2024, the Ministry of Health has changed the old rules related to referral and has issued a Standard Operating Procedure (SOP) regarding the new rules.

New CGHS rules for emergency cases

If there is an emergency, now Healthcare Organizations (HCOs) will not need to take referral or endorsement from CGHS. They can directly provide cashless treatment. Provided that the patient gets an emergency certificate from the expert of the treating hospital. With this certificate, the hospital will upload the treatment claim on the BCA portal.

Even if any test or treatment is not in the CGHS list for emergency treatment, referral will not be required. The hospital can get permission for this through the NHA portal, and there will be no need to take any permission from the local CGHS office for this.

Changes in referral rules

Now the consultation memo received through CGHS will be valid for three months. If a CGHS medical officer refers you to an expert, then you can take consultation from that expert a maximum of six times within three months. If the primary consultation gives advice, then you can also take advice from two additional experts. These rules apply only to referrals given by CGHS medical officers. These rules will not apply to referrals from government hospitals.

Exemption for beneficiaries above 70 years of age

Beneficiaries who are 70 years or older will no longer need a referral to get consultation from any specialist. These beneficiaries will be allowed to directly seek treatment for any registered test or procedure in listed hospitals. However, if any test or procedure is not in the list of CGHS, then permission will have to be taken from CGHS officials for the same.

Follow-up rules for special cases

Beneficiaries suffering from certain specific ailments will be allowed consultation and testing without any time limit on the basis of primary referral. These ailments include:

Post-cardiac surgery cases

Post-organ transplant cases

Post-neurosurgery cases

End-stage renal disease

Cancer Treatment

Autoimmune disorders

Neurological disorders

People suffering from these diseases will not need to take repeated referrals for treatment or investigation.

What is Unified Pension Scheme (UPS)?

Under this scheme, government employees will now be entitled to get 50 percent of the average basic salary received in the last 12 months before retirement as pension. The minimum service period for getting 50 percent of the salary as pension should be 25 years. However, pension will be given proportionately for a minimum service period of up to 10 years.

Who is the scheme for?

The National Pension System (NPS) is applicable to all central government employees who joined service after April 1, 2004. All the employees who joined service after 2004 and have retired or will retire by April 1, 2025 will also get the opportunity to choose this option. This pension scheme provides benefits based on contributions instead of the defined benefit applicable to employees before NPS.

How is it different from NPS?

The employees’ contribution for UPS has been kept at the same rate as the current system of NPS at 10 percent, while the government has decided to increase its contribution from 14 percent to 18.5 percent. Along with this, Dearness Relief (DR) will be given at the same rate at which dearness allowance is given. In this way, half of the total salary pension will be given in UPS in proportion to the pension received under the old pension scheme.

This pension scheme also has provisions for family pension, guaranteed minimum pension and lump sum payment after retirement. However, all these features are not available in NPS.

When will it be implemented?

The new scheme is effective from April 1, 2025. As soon as it is implemented, NPS account holders can opt for the Unified Pension Scheme i.e. UPS. By implementing UPS, the government will have to spend about Rs 800 crore in the current financial year as arrears, while about Rs 6250 crore will be spent for UPS.

What about family pension?

Similarly, if a pensioner dies, his family will get 60 percent of the pension received by the deceased at the time of death. DR of 60 percent will also be given on this. If someone leaves the job after working for a minimum of 10 years, then he will get a minimum pension of ten thousand rupees. Those who have worked for more years will get more pension in the same proportion.

What about gratuity?

Under UPS, apart from the gratuity amount, another lump sum amount will be given on retirement. This amount will be given on retirement by adding 10th part of the monthly salary (salary DA) for every six months of service.

Government employees were hoping that the government would give 18 months’ DA arrears when the condition of the economy improves but it does not seem so. In fact, once again two members in Parliament asked the government about the 18 months’ arrears of central employees. In response to this, Minister of State for Finance Pankaj Chaudhary said that many applications and proposals came regarding giving 18 months’ dearness allowance and dearness relief to central government employees and pensioners but the government has no intention of giving it. The government is not considering giving 18 months’ DA arrears and DA relief (Dearness Relief – DR).

For this, fill your salary in the formula given below..(Basic Pay + Grade Pay) × DA % = DA Amount

In simple terms, the salary that is formed after adding grade salary to basic salary is multiplied by the rate of dearness allowance. The result is called dearness allowance or dearness allowance (DA). Now let’s understand this with an example, suppose your basic salary is Rs 18000 and grade pay is Rs 1800.

Adding both of them, the total is Rs 19800. Now if we look at the 53% increase in dearness allowance, it is Rs 10,494. Adding all of them, your total salary is Rs 30294. At the same time, in terms of 50% DA, you are getting a salary of Rs 29700. That means after the 3% increase in DA, there will be a benefit of Rs 594 every month.

Second Example

If the basic salary and grade pay of a central government employee is Rs 45700 per month, then at the rate of 50 percent, he will be getting Rs 22850 as dearness allowance. But, at 53 percent, the dearness allowance will be Rs 24221. In such a situation, this employee will get Rs 1371 more per month (Rs 24221-22850).

What is dearness allowance?

Dearness Allowance is the money given to government employees to maintain their standard of living in lieu of rising inflation. This money is given to government employees, public sector employees and pensioners. It is calculated every 6 months according to the current inflation in the country. It is calculated according to the basic salary of the employees based on the respective pay scale. Dearness Allowance may be different for employees in urban, semi-urban or rural areas.

How is dearness allowance calculated?

A formula has been given for Dearness Allowance assessment. For Central Government employees, this formula is [(Average of All India Consumer Price Index (AICPI) of last 12 months – 115.76)/115.76]×100. Now if we talk about dearness allowance of people working in PSU (Public Sector Units), then the method of its calculation is- Dearness Allowance Percentage= (Average of Consumer Price Index of last 3 months (Base Year 2016=100)-126.33)/126.33)*100

What is All India Consumer Price Index?

There are two types of inflation in India. One is retail and the other is wholesale inflation. Retail inflation rate is based on the prices paid by common customers. It is also called Consumer Price Index (CPI).

In March, dearness allowance was increased by 4 percent

In March 2024, the Modi government had increased the dearness allowance by 4 per cent to 50 per cent of the basic salary and also increased the dearness relief (DR) by 4 per cent. Regarding the formation of the 8th Pay Commission, the central employees and workers union have demanded its establishment before the 2024 budget and restoration of the old pension scheme. However, Minister of State for Finance Pankaj Chaudhary told the Rajya Sabha in July that the government currently has no proposal to constitute the 8th Pay Commission.

When will the 8th pay commission come?

The 7th Pay Commission was constituted in February 2014 and its recommendations were implemented from 1 January 2016. Usually the central government constitutes a salary commission every 10 years to revise the salaries of government employees. DA will be finalized from December index

The November numbers have indicated that the Dearness Allowance (DA Hike) will be 50 percent. But, the December number is yet to come. In such a situation, even if the index increases by 1 point, the dearness allowance will reach only 50.40 percent. 

Even in such a situation, dearness allowance will be 50 percent. Even if the index rises by 2 points, DA will reach only 50.49 percent, even then it will be 50 percent on decimal basis. Therefore, it is confirmed that this time also the increase in dearness allowance will be only 4 percent. But, we will have to wait for the December numbers for the final numbers.

DA will become 0 after 50 percent

Under the 7th pay commission, central employees will get 50 percent DA from January 2024. But, after this the dearness allowance will be reduced to zero. After this the calculation of dearness allowance will start from 0. 50 percent DA will be added to the basic salary of the employees. Suppose if the minimum basic salary of an employee according to his pay band is Rs 18000, then 50 percent of Rs 9000 will be added to his salary.

4.5 lakh employees and 3.5 lakh pensioners of Odisha will also get the benefit of 46% DA and 3 months arrears. Odisha government has also increased the DA of employee pensioners by 4%, so 8 lakh employee pensioners will get the increased DA. The benefit will be available in November along with the salary for October. Since the new rates will be applicable from July 2023, arrears of 3 months of July, August and September will also be available. Due to this the state will have to pay Rs 2100 crore more.

Government employees and pensioners of Karnataka will also get the benefit of DA increase. Since recently the state government has increased the dearness allowance of employee pensioners by 3.75%, after which the dearness allowance has increased from 35% to 38.75%. The state government will see an additional financial burden of Rs 1100 crore. Earlier, the basic salary had been increased by 17% in the month of March this year by the state government. Haryana Chief Minister Manohar Lal Khattar has also increased the Dearness Allowance (DA) of state government employees by four percent, after which the DA has been increased from 42 percent to 46 percent.

The new rates will be applicable from July 1, 2023, due to which the employees will also get 3 months arrears. About 3.5 lakh employees in Haryana will benefit from this decision. With 46% DA, there will be a bumper jump in the salaries of the employees.

The MK Stalin government of Tamil Nadu has also announced a four percent increase in dearness allowance for its state employees from July 1, 2023. At the same time, the benefit of increase in dearness allowance will be given to 16 lakh state employees including teacher pensioners and family pensioners. DA of employee pensioners of Rajasthan has also been increased by 4%, after which DA of employees has increased from 42% to 46%. This move will benefit more than eight lakh employees and four lakh pensioners of Rajasthan. Orders in this regard have been issued on Tuesday.
