Ahead of Diwali, bonuses have begun pouring in for central and state government employees. Following Uttar Pradesh, the Tamil Nadu government has also announced bonuses for its employees. Tamil Nadu Chief Minister MK Stalin announced a 20% bonus and incentive (ex gratia) for ‘C’ and ‘D’ category employees working in the state’s public sector enterprises.

According to a government notification, under the Bonus Amendment Act, 2015, the Tamil Nadu government has set a salary ceiling of ₹21,000 for employees and a monthly salary ceiling of ₹7,000 for bonus calculation. However, these limits will be relaxed when announcing bonuses and incentives for the financial year 2024-25.

Eligible employees working in profit-making state government public sector enterprises (PSUs) will receive an 8.33% bonus and an 11.67% ex gratia. These enterprises include the Tamil Nadu Generation and Distribution Corporation, the Tamil Nadu State Transport Corporation, and the Tamil Nadu Civil Supplies Corporation.

Changed figures for these employees

The notification states that eligible employees of enterprises that do not have surpluses will receive an 8.33 percent bonus and 1.67 percent ex-gratia. These include the Tamil Nadu Housing Board and the Chennai Metropolitan Water Supply and Sewerage Board. Additionally, eligible employees of the Tamil Nadu Water Supply and Drainage Board will receive an 8.33 percent bonus, while temporary employees of the Tamil Nadu Civil Supplies Corporation will receive an ex-gratia of ₹3,000.

How many employees will benefit?

According to the state government’s notification, a total of ₹376.01 crore will be distributed among 269,439 employees in the form of bonuses and ex-gratia. The state government has taken this decision to recognize the hard work of the employees and the profits of the enterprises. According to government data, as of July 20, about 31,555 central employees have opted for UPS and the last date for enrollment under this scheme is September 30, 2025, which will provide guaranteed pension and many benefits. The option to switch from UPS to NPS is also available till September 30.

Employees can choose this option up to one year before the date of retirement or three months before retirement in case of voluntary retirement. If the switch is not made during this period, the employees will remain in UPS by default.

Union Minister of State for Personnel, Dr Jitendra Singh informed the Rajya Sabha on Thursday that Central Government employees can avail 30 days of Earned Leave, in which they can take care of their elderly parents and other personal matters.

He said that under the Central Civil Services (Leave) Rules, 1972, an employee gets 30 days of earned leave, 20 days of half pay leave, 8 days of casual leave and 2 days of restricted holiday every year. All these leaves can be availed for personal reasons.

Dr Singh was asked whether the Central Government provides any special leave facility to its employees for the service of elderly parents? To this he said that there is no need for any separate special leave for this, because the leaves that are already available can fulfill this need.

The fitment factor is the multiple by which the existing basic salary is multiplied to arrive at the new salary. In the 7th Pay Commission, the fitment factor was 2.57, which increased the basic pay from Rs 7,000 to Rs 18,000. In the 8th Pay Commission, it is expected to be 2.86, which may lead to a major increase in the basic pay.

That is, if someone’s basic salary is currently Rs 18,000, then by multiplying 2.86 it can increase to Rs 51,480. However, the net salary may be slightly less than this, because deductions like PF, tax are also made.

Estimated salary increase at different levels

Under the 8th Pay Commission, there may be a huge increase in the estimated salary of employees at different levels.

The current basic salary of employees working at level-1 is Rs 18,000, which can increase to around Rs 51,480. That is, they will get an estimated increase of Rs 33,480.

The current salary of level-2 employees is Rs 19,900, which can increase to around Rs 56,914. In this way, their salary can increase by Rs 37,014.

The current salary of employees included in Level-3 is Rs 21,700, which can increase to Rs 62,062 in the new commission. This means that they will get a benefit of up to Rs 40,362.

The salary of employees from Level 4 to Level 6 – like sub-inspector or junior engineer – can increase from Rs 35,400 to around Rs 1,01,244, that is, an increase of Rs 65,844.

At the same time, the basic salary of the average officers from level 7 to 10 can increase from Rs 56,100 to Rs 1,60,446. That is, they can get an estimated benefit of Rs 1,04,346. Officers from groups like IAS, IPS are included in this. This estimate has been made on the basis of fitment factor 2.86, and the final decision will be taken after the recommendations of the government.

Now when the amount received from the 15th Finance Commission is being reduced and the recommendations of the 16th Finance Commission will be implemented from 2026, the government is feeling the need for an immediate solution in this gap of two years.

The Finance Department believes that increasing the retirement age of employees by one year will not only provide immediate financial relief but will also give the government an opportunity to stop new recruitments. This will also reduce the burden of salaries and allowances. The sub-committee headed by Deputy Chief Minister Mukesh Agnihotri on ‘Resource Mobilization’ has also recommended to the government that the retirement age should be made 59 years.

Two other important proposals are also likely to be discussed in the cabinet meeting. The first proposal is related to stopping the advance pension i.e. ‘commutation’ given to employees at the time of retirement. Currently, employees can take a part of their pension as a lump sum amount. This puts a huge financial pressure on the government. The government is considering limiting or partially stopping this facility. However, Chief Minister Sukhu has indicated that the facility of commutation can be retained for employees who are retiring soon.

The second major proposal is to increase the minimum service period for full pension from 20 years to 25 years. At present, full pension is available after 20 years of service in the state. But now there is a proposal to amend it on the basis of Punjab model. This can help the government to control pension expenditure in the long term. However, there is some confusion among the employees regarding this proposal. One section believes that increasing the retirement age will benefit the services of experienced employees, while the other side believes that this may limit employment opportunities for the youth.

It is worth noting that employees who have completed at least 10 years of service will be given a minimum of Rs 10,000 as pension every month. At the same time, employees who want to retire after completing 25 years of service will be eligible for pension payment starting from the estimated retirement age. On the suggestion of Maharishi Vedic University, cooperation will be considered by the state government in setting up an International Vedic Court in Ujjain. 10 proposals passed in Jharkhand Cabinet

A total of 10 proposals were passed by the Cabinet, including administrative approval of Rs 99.56 crore for Multi-Disciplinary Education and Research University (MERU) on the campus of Vinoba Bhave University (VBU), Hazaribagh, under the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA). “We are ready to move ahead with a visionary mindset for the betterment of Jharkhand,” Soren said.

About 16,000 crore rupees are spent annually on salary allowances.

A total of 5,33,737 posts of different levels are sanctioned in different departments of the Jharkhand government. As against these sanctioned posts, people are working on 1,83,016 posts. Pay commissions are usually constituted every 10 years. In August 2023, the government confirmed in the Lok Sabha that there is no proposal under consideration to change the retirement age of central government employees. Union Minister Jitendra Singh said on August 9 that there is no proposal under consideration to change the retirement age of central government employees. In a written reply to a question in the Lok Sabha, Singh said that 122 government officials have been given compulsory retirement in the last three years under various provisions of the service rules.

The Minister of State for Personnel said, ‘As per the updated information/data available on the Probity Portal [till 30.06.2023] provided by various Ministries/Departments/Cadre Controlling Authorities [CCA], the provisions of Fundamental Rules (FR)-56(J)/similar provisions have been invoked against a total of 122 officers during the last three years [2020-2023], including the current year.

Singh said, “There is no proposal under consideration to change the retirement age of central government employees.” He also said that the review process under FR 56 (J)/similar provisions is aimed at bringing efficiency and strengthening the administrative machinery.

Dearness allowance of UP employees increased by 3 percent.

Recently, the Yogi government of UP has issued an order to increase dearness allowance by 3 percent, giving Diwali gift to the state employees. Now the employees of UP will get 53 percent DA. Gift to employees of Arunachal Pradesh too

According to the information, orders have been issued to give ad hoc bonus for the year 2023-24 to all those government employees who are getting salary in pay level L-12 or grade pay-4800 and less. The ad hoc bonus will be calculated on the basis of maximum emoluments of Rs 7000 and a month of 31 days. This bonus will be payable for a period of 30 days, under which the eligible employee will be paid a maximum ad hoc bonus of Rs 6774. Out of this, 75 percent amount will be deposited in cash and 25 percent amount will be deposited in the General Provident Fund account of the employee.

Panchayat Samiti and Zila Parishad employees will also benefit

Bonus will be payable to Panchayat Samiti and Zila Parishad employees as well. Leaves will be counted while deciding the eligibility period. Leaves taken by the employee other than extra ordinary leave will be counted. Extra ordinary leave or leave without pay will be calculated by excluding it from the eligibility period. But for ad hoc bonus, it will not be counted in the service break. If the employee is on leave on 31.3.2024, then the eligibility for bonus will be checked on the basis of the last salary taken by him before the leave.

This condition was also kept, they will not get bonus

. The subsistence allowance given during suspension will not be counted in emoluments. Such suspended employee will be eligible for bonus only if he is reinstated with the start of full emoluments payable during the suspension period. If the employee is suspended on 31.3.2024, he will not get bonus. If he is reinstated later, then he will be eligible for bonus on being eligible for full salary of the suspension period. The eligibility for bonus will be determined for the reappointed employee. His reappointment will be determined on the basis of how much service he has rendered in 2023-24. Employees who resign on or before 31 March 2024 will not be eligible for bonus.

In 2023-2024, the workers who are on deputation will be eligible for bonus; Bonus will be given on the basis of their continuous service and eligibility. Such workers who are on deputation in government undertakings, cooperative societies, Sahitya Shashi institutions and are taking deputation allowance. The Prime Minister said that in the last 10 years, the PMO has received 4.5 crore letters regarding people’s grievances, whereas during the tenure of former Prime Minister Manmohan Singh, only 5 lakh letters were received.

This directive of Prime Minister Modi is being considered an important step towards improving the work performance of government employees and making the administrative process more transparent.

The announcement of dearness allowance for central employees may be made at the end of September. But, it will be implemented only from July 2024. How will the pension be decided

The Union Cabinet has recently approved the UPS scheme. In this scheme, pension will be decided on a proportionate basis for a minimum service period of 10 years. Also, a pension of Rs 10,000 per month has also been ensured on retirement after a minimum service of 10 years. This scheme has been brought to address the concerns of government employees related to NPS. NPS was implemented from January 1, 2004. Earlier, under the Old Pension Scheme (OPS), employees used to get 50 percent of their last basic salary as pension.

Who contributes how much to the pension

However, unlike the old pension scheme, UPS is a contributory scheme in which employees will have to contribute 10 per cent of their basic salary and dearness allowance. The employer’s (central government) contribution will be 18.5 per cent. Under NPS, the employer’s contribution has been kept at 14 per cent while the employee’s contribution is fixed at 10 per cent. Despite this, the final payment to the employee under NPS depends on the market return of the fund, which is mostly invested in government loans.

Under the OPS, which was in force till December 2003, government employees were not required to make any contribution. However, they used to contribute to the General Provident Fund (GPF). The deposited amount was given at the time of retirement of the employee along with interest. Compared to OPS, NPS did not become a center of attraction among the employees. In such a situation, some non-BJP ruled states decided to go back to the old pension scheme, which provided benefits related to dearness allowance (DA).

Many states had implemented OPS

Amid growing pressure to implement OPS, the Centre had in April 2023 constituted a committee headed by former finance secretary and current Cabinet Secretary-designate TV Somanathan to suggest improvements in the NPS structure. The Union Cabinet approved UPS on August 24, meeting the long-pending demands of government employees ahead of assembly elections in some states.

Only 23 lakh people will get UPS

UPS will provide assured pension to 23 lakh eligible central government employees. However, those who opt for UPS will not be able to go back to NPS. UPS is expected to put an additional burden of Rs 6,250 crore on the government treasury every year. However, due to changes in the number of employees, the expenditure on this will vary every year. Apart from this, employees retiring before March 31, 2025 are to be paid an outstanding amount of Rs 800 crore under NPS. Information and Broadcasting Minister Ashwini Vaishnav on Sunday said on the social media platform X that 23 lakh central government employees will benefit from UPS. He said that if the states also adopt the UPS framework, then a total of more than 90 lakh government employees who are currently part of NPS will benefit from it. The Maharashtra government, which is going to face assembly elections later this year, has announced the adoption of UPS for its employees. It has become the first state in the country to do so.

RSS-affiliated Bharatiya Mazdoor Sangh (BMS) said that by introducing UPS, the government has tried to overcome the shortcomings of NPS, but there are still some issues compared to OPS. Along with this, demands were also made to provide unconditional appointment on compassionate grounds apart from the limit of 5 percent to one dependent of the employees who died during the Corona period and to make immediate payment of dearness allowance illegally withheld during the Corona period.

Officials of 20 states of IPSEF also met Defence Minister Rajnath Singh at his residence and demanded that a meaningful decision be taken on the demands of employees across the country. According to the organization, the Defence Minister has promised to strongly advocate these demands in the cabinet meeting. He said that throughout his political life, he has helped the employees by adopting a family-like attitude towards them and will continue to do so.

Disposing of 112 petitions together, the division bench of Chief Justice MS Ramachandra Rao and Justice Jyotsna Rewal Dua directed the state government that the fourth class employees who are continuing their services even after 58 years in view of the interim order, will work till the age of 60 years.

Those who have not received interim orders will work till the age of 60 years after their services are restored and the Class IV employees who have already completed 60 years of age will be paid financial benefits for two years after the age of 58 years.

The court said that since Class IV employees are a homogeneous class, there can be no discrimination among them regarding retirement age. There are about 19 thousand Class IV employees in the state.

When will the basic salary increase?

The family will get allowance after the death of the pensioner-

Apart from this, now 75 year old pensioner or family will be able to take 10 percent additional pension allowance. According to the new decision of the government, on the death of the pensioner, his married disabled son or daughter, eligible members earning up to Rs 12,500 per month will also be able to get the benefit of family pension. The notification of the new amendment of the government will be effective from April 1, 2023.
