The upcoming capability allows users to complete PIN-free payments up to ₹2,000 at certified merchant terminals using pre-funded UPI Lite balances.
MUMBAI — The National Payments Corporation of India (NPCI) is developing a zero-internet Unified Payments Interface (UPI) payment feature utilizing Near-Field Communication (NFC) technology. According to industry reports, the new system will enable users to tap their NFC-enabled smartphones on certified Point-of-Sale (PoS) terminals to execute transactions up to ₹2,000 without requiring an active mobile network, Wi-Fi, or a UPI PIN.

The development addresses a key limitation in digital payment reliability across low-connectivity environments such as underground metro lines, high-altitude regions, and aircraft cabins.
1. Technical Mechanics: How Offline NFC UPI Works
Unlike standard online UPI transfers that query core banking systems (CBS) in real time, the proposed system relies on a localized store-and-forward architecture:
📲 Offline NFC Payment Flow:
1. Pre-Load Funds ➔ Load cash into on-device UPI Lite wallet while online.
2. Tap at Terminal ➔ Tap NFC phone on NPCI-certified merchant PoS device.
3. Auth Storage ➔ Terminal captures authorization locally (No PIN needed).
4. Auto-Settlement ➔ Terminal forwards transaction data when network restores.
2. Comparing India’s Offline Payment Channels
While existing offline mechanisms like USSD codes (*99#) and voice-guided IVR (UPI 123Pay) enable transfers on basic feature phones, they still require cellular network signals. The new NFC framework removes telecom signal dependencies entirely during the transaction.
| Payment Channel | Primary Technology | Internet Required? | Telecom Signal Required? | Transaction Limit |
| New NFC Offline UPI | Near-Field Communication (NFC) | No | No | ₹2,000 |
| UPI 123Pay | Voice / Interactive Voice Response | No | Yes (Voice call) | ₹5,000 |
| *USSD (99#) | GSM Signalling Channel | No | Yes (GSM network) | ₹5,000 |
| Standard UPI | Data/IP Network | Yes | Yes | ₹1,00,000 to ₹5,00,000 |
Implementation & Certification Timeline
Key operational stages for rolling out offline PoS payment infrastructure across merchant networks:
Operational Context: The proposed ₹2,000 limit expands on NPCI’s earlier peer-to-peer UPI Lite X framework by extending full offline merchant acceptance to standard commercial PoS hardware.
