What are the rules now ?

At present, the country’s public sector banks ( PSBs) remain closed on the second and fourth Saturdays of every month. Banks remain open on the remaining Saturdays. This rule came into effect in 2015, when the 10th bilateral agreement was signed between IBA (Indian Banks’ Association) and bank unions.

What is the new proposal of IBA ?

IBA has urged the Finance Ministry to declare all Saturdays as a holiday for banks so that a 5-day work week can be implemented in the banking sector. This would mean that banks would be open only from Monday to Friday.

What did the government say?

The government said that this proposal is still under consideration and no timeline has been given yet for its implementation .

Answer to the shortage of staff

MP KC Venugopal had also raised a question in the Lok Sabha about the shortage of staff and the time frame for implementing this proposal. On this, the government said that 96% of the total staff posts in all government banks are filled till March 31, 2025. Whatever little shortage there is, is due to retirement and normal resignations.

Reserve Bank of India has approved the merger of two more banks. After getting the green signal from RBI, New India Co-operative Bank Limited and Saraswat Co-operative Bank Limited will be merged. On August 1, the Reserve Bank approved the merger of these banks. After which the voluntary merger of New India Co-operative Bank Limited will take place in Saraswat Co-operative Bank Limited Mumbai. Actually, a scam of 122 crores was revealed in New India Co-operative Bank, after which it came on the radar of investigation agencies. After the investigation, the bank was locked and now it has been merged with Saraswat Bank.

Which two banks will be merged

After the approval of RBI, there has been a voluntary merger of New India Co-operative Bank Limited and Saraswat Co-operative Bank Limited. This merger has come into effect from 4 August 2025. The special thing is that these two banks of Mumbai are considered better banks in cooperative banking. Both the banks have been working in the cooperative banking sector for a long time, but now due to increasing pressure on the banks, the path of merger is being adopted. After this merger, i.e. from today, all the branches of New India Co-operative Bank Limited will function as branches of Saraswat Co-operative Bank Limited.

Why the decision was taken to merge the banks

Actually, New India Co-operative Bank was under regulatory supervision since February 2025. The bank officials were accused of embezzling Rs 122 crore. In view of the financial irregularities going on within the bank and the safety of the account holders, the Reserve Bank dissolved the board of New India Co-operative on February 14 itself. Many restrictions were imposed on the bank, withdrawal limits were set from the bank account, the bank accounts were being investigated. Now RBI has approved the merger of the bank.

How big is New India Co-operative Bank

Let us tell you that New India Co-operative Bank was doing better work in the cooperative sector. The bank has a long history. By March 2025, the total assets of New India Co-operative Bank were more than Rs 1100 crore. It had 27 branches, most of which were located in Mumbai. Due to the irregularities going on in the bank, RBI has now decided to merge the bank while protecting the interests of the account holders.

Plans for first time buyers

The government has also made special schemes for women first-time home buyers. Under the Pradhan Mantri Awas Yojana (PMAY), economically weaker sections, low-income groups and middle-income groups get interest subsidy ranging from 3% to 6.5%. Apart from this, schemes like Affordable Housing Fund (AHF) help women buy houses at affordable rates.

Tax exemption is also possible

Banks have discussed this issue with the Reserve Bank of India (RBI) and the Telecom Regulatory Authority of India (TRAI). The banking sector hopes that a concrete decision may come soon on this.

Concerns about recovery agents

While presenting Budget 2025, the Finance Minister had said that TDS rates will be rationalised, which will provide a big relief to taxpayers. The limit of tax deduction at source (TDS) on interest for senior citizens has been doubled from the current Rs 50,000 to Rs 1 lakh. This means that if your interest amount in a bank FD is less than Rs 1 lakh, then the concerned bank will not deduct any TDS. Also, even if the interest amount is more than Rs 1 lakh, but your total income after all deductions is less than Rs 12 lakh, then you can submit Form 15H. By doing this, the bank will not deduct TDS even if the interest exceeds Rs 1 lakh for the financial year 2025-26 (assessment year 2026-27).

2. Big changes in railway ticket booking too

Railways have also changed the rules for ticket booking. From May 1, travel on waiting tickets will not be allowed in sleeper and AC coaches. One will be able to travel only on waiting tickets in general coaches. Also, the period for advance ticket booking has been reduced from 120 days to 60 days. Fares and refund charges may also increase, which may make travel expensive.

3. Merger of local rural banks in 11 states

One State, One RRB scheme will be implemented in 11 states of the country. Now in every state, all the regional rural banks will be combined to form a big bank. This will improve banking services and provide more convenience to customers. This change will be implemented in Andhra Pradesh, Uttar Pradesh, West Bengal, Bihar, Gujarat, Jammu and Kashmir, Karnataka, Madhya Pradesh, Maharashtra, Odisha and Rajasthan.

4. Can gas cylinder prices change?

The price of gas cylinders is reviewed on the first of every month. LPG prices may increase or decrease on 1 May as well. If the price increases, the kitchen budget may get affected. However, the government has increased the price of all cylinders by Rs 50 in April.

These new mobile verification rules will come into effect from April 1, 2025. The aim of these new regulations is to increase the compatibility of the system, make it more user-friendly and reduce transaction errors linked to mobile number modifications.

What banks and UPI applications need to do

Banks and UPI applications need to update their mobile number records every week to prevent errors from recycled or modified numbers. Meanwhile, applications need to seek permission from users before assigning or updating numeric UPI IDs. Users need to actively opt in to use this feature, as the default setting is opt-out.

To avoid confusion among users, applications have been prohibited from asking for consent during transactions. If there are delays in NPCI’s verification system, UPI applications can temporarily resolve numeric UPI ID issues intermittently. However, these cases must be documented and reported to NPCI every month for monitoring purposes. What are recycled or churned numbers According to the rules of the Department of Telecom (DoT), once disconnected, a mobile number can be reassigned to a new user after 90 days.

Telecom providers usually deactivate numbers when customers do not perform any activity (calls, messages or data usage) for three consecutive months. Such reallocated numbers are called recycled or churned numbers. Applications that support UPI transactions will now have to ask permission before linking or transferring your UPI number. Your bank-verified mobile number acts as your UPI identifier, allowing you to perform transactions with the help of different UPI applications.

The accounting should be done within the same financial year

According to the news, earlier, the RBI had said that all government transactions done by agency banks for 2024-25 should be accounted for within the same financial year. It had asked all agency banks to keep all branches dealing with government receipts and payments open for over-the-counter transactions related to government transactions till normal working hours on March 31, 2025. The circular said that also in order to facilitate accounting of all government transactions for the current financial year (2024-25) up to March 31, 2025, it has been decided to conduct special clearing under CTS exclusively for government cheques on March 31. Further, it is mandatory for all banks to participate in the special clearing operation on March 31, 2025. Under the special clearing operation under CTS, the presentation time will be from 17:00 hrs to 17:30 hrs and the withdrawal session will be from 19:00 hrs to 19:30 hrs.

All CTS member banks have been asked to keep their inward clearing processing infrastructure open during the special clearing hours and maintain adequate balance in their clearing settlement accounts to meet settlement obligations arising out of the special clearing.

Radhika Gupta, Managing Director and Chief Executive Officer (CEO) of Edelweiss Mutual Fund, also gave suggestions regarding improving the efficiency of the capital market and increasing capital market inclusion during the pre-budget meeting with the Finance Minister. She said that recommendations have been made to encourage long-term savings i.e. both bonds and equity shares. Finance Secretary and DIPAM (Department of Investment and Public Asset Management) Secretary, Department of Economic Affairs and Financial Services Secretary and Chief Economic Advisor also attended this meeting.

Long term capital gain tax will be levied on FDs.

Sources say that bank representatives have suggested linking FDs with long term capital gain tax (LTCG) instead of taxing them according to the income tax slab, so that deposits can be encouraged. Currently, income tax is levied on returns received from fixed deposits. Due to this, people invest their savings in low tax options like mutual funds instead of investing in fixed deposits.

How to get the benefit

Suppose you have made an FD of Rs 10 lakh and you are getting 8% annual interest. You got a total interest of Rs 4 lakh on this FD made for 5 years. Suppose you fall in the 30% income tax slab, then there is no tax on the interest of FD up to Rs 40,000, above that you will have to pay tax as per the slab. This means that you will have to pay 30% tax on Rs 3.60 lakh. In this way, you will have to pay Rs 1 lakh 8 thousand only as tax. If LTCG is applicable on this, then you will have to pay a lump sum tax of 12.5% ​​and the total tax will be only Rs 45,000. In this way, you will save about Rs 63,000.

What is the proposal?

The Indian Banks’ Association (IBA), the umbrella body of banks, and the United Forum of Bank Unions (UFBU) have proposed 5-day working several times. The plan aims to align operations with global banking regulations, improve employee well-being and productivity. A Memorandum of Understanding (MoU) was signed between the IBA and bank unions in December 2023, which included a proposal for 5-day working. After this, on 8 March 2024, IBA and the All India Bank Officers’ Confederation (AIBOC) signed the 9th joint note. In this note, a blueprint was presented to implement 5-day working with holidays on Saturday and Sunday.

Impact on customers

If this proposal is implemented, customers will have to plan their visits to bank branches in advance. Customers may face problems especially in areas where the use of digital banking is limited. However, bank unions have assured that 5 days working will not have any negative impact on customer service hours. For this, the timings of bank branches will be increased by about 40 minutes and digital services will be strengthened.

There are many challenges in implementing the 5 day working plan.

Regulatory approval: Approval from the Reserve Bank of India (RBI) and the Finance Ministry is mandatory for this change.

Banking Services: Maintaining uninterrupted banking services in a large and diverse country like India is a big task.

Consensus between union and management: A consensus needs to be reached between employees and management regarding working hours, salary and other operational changes.

An agreement has been reached on this issue between the Indian Banks Association (IBA) and the employee unions. Now only the government’s approval is awaited, which is expected by December 2024. If this approval is received, then bank employees will work only five days a week and will get Saturday and Sunday off.

Waiting for government approval

A Memorandum of Understanding (MOU) has already been signed between IBA and bank unions regarding this decision. This agreement, which was signed in December 2023, included both public sector and private banks. After this, a joint note was also signed between IBA and All India Bank Officers Confederation on 8 March 2024, which outlined 5 days of working and weekend leave. However, this change depends on the approval of the government.

The role of RBI is also important

This proposal will also go for discussion with the Reserve Bank of India (RBI), as RBI controls the banking hours and internal functioning of banks. The government has not set any time limit for approval on this proposal, but it is expected that its notification may come by the end of the year.

Working hours may increase

According to reports, if the government approves 5-day working, the daily working hours of banks can be increased by 40 minutes. This will allow bank branches to remain open from 9:45 am to 5:30 pm. Currently, banks are closed only on the second and fourth Saturdays.

The rules of working of the bank will change

Some bank employees believe that they expect a notification from the government on this proposal by the end of 2024 or early 2025. Once approved by the government, Saturday will be recognized as a holiday under the Negotiable Instruments Act. This will mean that banks will be closed on both Saturday and Sunday every week.

There was a long standing demand

Bank unions have been demanding a holiday on every Saturday and Sunday since 2015. Under the 10th bilateral agreement in 2015, the RBI and the government along with the IBA had recognised the second and fourth Saturdays as holidays. Now, if this proposal is approved, bank employees will work only 5 days a week and will be able to rest on weekends.

This holiday will not be deducted from the annual leaves of the employees, allowing them to participate in the voting without any deduction.

The decision is aimed at encouraging employees to participate in voting and strengthen the democratic process.

According to an order by Punjab Chief Minister Bhagwant Mann, keeping in mind the Haryana Assembly elections, the Punjab government has declared a special holiday on October 5. If any officer or employee is registered in the voter list of Haryana Assembly and is employed in government, educational institutions, offices, boards, and corporations of the state of Punjab, he can take special leave on October 5 by showing his voter ID card. And as October 6 is a Sunday weekly holiday, employees will get two consecutive days off.

This initiative ensures that employees can exercise their voting rights without suffering the loss of absence from work.

All outstanding transactions will be settled on September 19, 2024. However, the government securities market, foreign exchange market, money market and rupee interest rate derivatives market will now be operational on September 16, 2024.

According to the list of holidays released by RBI, banks will remain closed in Ahmedabad, Bengaluru, Belapur, Hyderabad (Andhra Pradesh), Hyderabad (Telangana), Imphal, Kanpur, Kochi, Lucknow, Nagpur, New Delhi, Raipur, Ranchi, Srinagar and Thiruvananthapuram, Aizawl, Chennai, Dehradun and Jammu on September 16 due to Eid-e-Milad or Barawafat. At the same time, banks will remain closed in Chennai on the occasion of Milad-un Nabi on September 17. There will be a bank holiday in Jammu and Srinagar on September 23 on the occasion of Maharaja Hari Singh’s birthday. There will be a holiday in Srinagar on September 25 due to assembly elections.

Kotak Mahindra Bank increased the interest rates for periods ranging from three to five years. After revision, Kotak Bank is offering interest rates of 2.75% to 7.25% on FDs maturing in seven days to ten years. It is offering interest rates of 3.35% to 7.80% for senior citizens. These rates are applicable from 11 December 2023.

Federal Bank increases FD rates in December 2023:

For any transactions you make in foreign currency, Foreign Transaction Fee applies. This fee is up to 3 percent of the value of your purchases made abroad.

GST

A GST of 18 percent is levied on any transaction made by credit card.
