Central Government Pension: The Government of India has issued new guidelines for its employees to get their pension and other benefits on time after retirement. The purpose of these rules is that no employee has to wait for long for pension or Pension Payment Order (PPO). Meanwhile, the Modi government has taken a big decision giving great relief to the central employees. Under this new decision, now there will be no delay in getting pension and retirement benefits after retirement. For this, the government has issued new comprehensive guidelines. Its purpose is to ensure that no employee has to wait for months to get his pension or Pension Payment Order (PPO).

According to an official notification from the Department of Pension and Pensioners’ Welfare (DoPPW), all ministries and government departments have been asked to complete pension-related formalities within the stipulated timeframe. This notification will enable employees to receive their PPO immediately after retirement.

A PPO is a unique 12-digit number allotted to all pensioners. This document contains several important details, such as the pensioner’s name, date of birth, pension amount, and retirement date. The PPO number is required when applying for a pension and submitting the annual life certificate. The issuance of PPOs will soon be accompanied by digitization and the full adoption of e-HRMS (Electronic Human Resource Management System). This will ensure that every employee’s verified service record is available online, preventing any delays in the pension process.

The pension process will now be easier and faster.
Waiting for vigilance clearance has been one of the biggest hurdles in pension payments. According to the new guidelines, pension payments will no longer be stopped under any circumstances due to the lack of vigilance clearance. Even if a departmental or judicial inquiry is underway against an employee, they will still be provided a provisional pension. However, the employee’s gratuity payment may be withheld until the final order of the inquiry is issued. This step is a significant reform to streamline and expedite pension payments.

The Bhavishya Portal will be mandatory.
All ministries and departments have been mandated to use the Bhavishya Portal to monitor and track the progress of pension-related cases. This portal monitors pension cases in real time and ensures that PPOs or e-PPOs are issued at least two months before retirement. Currently, over 10,000 Drawing and Disbursing Offices (DDOs) will be connected to this portal.

Additionally, a Nodal Oversight Committee and a High-Level Oversight Committee (HLOC) will be constituted in each department and the DoPPW to oversee pension matters. These committees will review pending pension cases every two months and prepare reports on the progress of their settlement. Finally, under Rule 63(1)(a) of the CCS Pension Rules 2021, all departments will be required to streamline processes to ensure that a PPO or e-PPO is issued to every employee at least two months prior to their retirement.

How much can DA be?

If CPI-IW remains stable or increases slightly till June, the government can increase it by 3% to 4%. This can increase the total DA to 58% or 59%. The final announcement of the increase in DA will be made after the CPI-IW figures are released at the end of July and after cabinet approval in September-October. Then its benefit will be available with arrears from July 1, 2025.

If the doctor approves 7 days leave for a surgery and later feels that the patient needs more leave, then he can increase the number of days of leave. The Finance Ministry has said that central government employees eligible under NPS now have the option to switch to the Integrated Pension Scheme within the NPS structure.

About the scheme

-Retired persons will now get 50% of their average basic salary in the last 12 months before retirement as pension, provided they have put in a minimum service of 25 years. Also, the government is increasing its contribution from 14% to 18.5%.

-At the same time, the contribution of employees will not increase. In case of unfortunate death of a pensioner, his family will receive 60% of the pension received by the employee. ₹ 10,000 per month will be received as pension on retirement after a minimum of 10 years of service.

-The provisions of UPS will apply to pre-retired employees of NPS (who have already retired). The arrears of the previous period will be paid with interest at PPF rates.

– UPS will be available as an option to employees. Existing NPS/VRS as well as future employees with NPS will have the option to join UPS. Option once chosen will be final.

– UPS is being implemented by the Central Government. It will benefit about 23 lakh central employees. If the state governments also adopt it, it can benefit more than 90 lakh government employees who are currently on NPS.

Some premium trains like Rajdhani Express, Shatabdi and Duronto were already covered under the scheme, but the recently introduced Tejas and Vande Bharat trains were out of the scope of the scheme.

The LTC scheme has a condition for employees that they can get reimbursement of ticket cost to hometown or any other destination in India in a period of 4 years. LTC scheme provides 2 options to government employees and their family members.

136 Vande Bharat trains running in the country

The move comes after the Department of Personnel and Training (DoPT) received several suggestions from various offices/individuals regarding the admissibility of various premium trains under LTC.

The Department has looked into the matter in consultation with the Department of Expenditure and it has been decided that in addition to the existing Rajdhani, Shatabdi and Duronto trains, travel in Tejas Express, Vande Bharat Express and Humsafar Express trains will now be allowed under LTC as per the eligibility of government employees, the DoPT said in an order issued on Tuesday.

Eligible central government employees availing LTC get back the expenses incurred by them on tickets for other journeys in addition to paid leave.

What is LTC service and how are the facilities

LTC (Leave Travel Concession) is an important scheme for the Central Government employees, under which they get the facility of concessional travel to their hometown or any part of India once in four years. This scheme provides an opportunity to the employees to spend time with their family through travel and enjoy the beauty of different parts of the country.

Recently, the government has made it more convenient by allowing travel in Tejas Express, Vande Bharat Express, and Humsafar Express trains under LTC. Along with this, taking a big decision in 2024, the special scheme for travel to Jammu and Kashmir, Ladakh, Andaman and Nicobar Islands, and Northeast region has been extended till 25 September 2026.

Employees who are not entitled to air travel are also allowed to travel in economy class of any airline to these areas.

Booking and rules

As per government guidelines, employees must book tickets from approved travel agents and select the best available fare. The government has also asked all ministries to conduct random audits to check LTC claims to prevent irregularities.

What is LTC?

The LTC scheme is a concessional travel service for government employees to visit their home town or any place in India during a block of four years. As per the rules of the scheme, government employees have the option to either avail home town LTC twice in a block of two years or visit their home town once in two years and visit any place in India in the second block of two years.

The ministry said in its guidelines that the central employee will have to visit www.cghs.nic.in to create a temporary reference number. What is CGHS card

It is known that the Central Government issues CGHS card to all the employees working under it and retired pensioners under the health insurance scheme, which contains the beneficiary’s photograph as well as a unique beneficiary ID number. With this card, employees or pensioners and their dependents are given comprehensive medical cover.

Who can be dependent

1. Spouse of the employee or pensioner
2. The employee has the option to include dependent parents or dependent parents-in-law for the purpose of availing benefits under CGHS, provided the conditions of dependency and residence etc. are fulfilled.
3. If the adoptive father has more than one wife, then only the first wife.
4. Children, including legally adopted children, step children and children taken as wards, subject to the following conditions:

i) Son: Till he attains the age of 25 years or till he starts earning.

ii) Daughter: Till she starts earning or gets married

iii) Son: Has physical or mental disability

iv) Dependent divorced/abandoned or separated from her husband

v) Dependent minor brother(s): Till the age of majority.

In an order, the Department of Personnel and Training (DOPT) asked the concerned ministries to direct the Public Sector Undertakings (PSUs), banks, autonomous institutions and statutory bodies under their administrative control to review the employees. The order said that the performance of government employees should be used to find out whether their work is correct or not. If they are not working in the interest of the country, then they should be retired before time.

This order has been issued to the secretaries of all central government departments. It has been said that the administrative ministries and departments should follow this and submit its report to DoPT as soon as possible. The instruction said, it has been found that the rules are not being followed in the departments of some ministries. This is causing delay in identifying government employees for review under the relevant provisions of Fundamental Rules (FR)-56 (J) / (I) and Rule 48 of Central Civil Services or CCS (Pension) Rules (now, amended as Rule 42 of CCS (Pension) Rules, 2021).

These rules determine the policy for review of government employees and their compulsory retirement. This speeds up the government work. The Ministry of Health and Family Welfare said that the requirement to link the Central Government Health Service (CGHS) beneficiary ID with the Ayushman Bharat Health Account (ABHA) ID has been put on hold till further orders. The ministry said that it had reviewed its earlier order to compulsorily link the two IDs CGHS and ABHA to arrive at this decision. The Health Ministry had earlier made it mandatory for all CGHS beneficiaries to link their beneficiary ID and ABHA ID. The order was to come into effect from April 1, 2024. It was later extended till June 30, 2024.

In an office memorandum dated June 25, 2024, the Ministry of Health and Family Welfare said that reference is invited to Office Memorandum No. Z 15025/23/2023/DIR/CGHS dated 28.03.2024, wherein linkage of CGHS beneficiary ID with Ayushman Bharat Health Account ID (ABHA) has been made mandatory and to inform that the matter has been reviewed in the ministry and the same is put on hold till further orders.

ABHA number is a 14-digit unique number to access, link and share your health records across multiple systems digitally. Like a bank account number, it is a unique number to identify you and authenticate you when needed.

For the financial year 2017-18 onwards, the interest on Housing Building Advance will be 8.50%. Explain that the facility of house building advance is available to the central government employees. Under this, employees can take money advance at low interest. However, for this it is necessary to fulfill certain conditions.
